9-10-12 planning commission SPOT ZONING creates underlying zoning districts for PUD zones to allow sign permits

I believe the City of Little Falls SPOT ZONED all their Planned Unit Developments in order to allow sign permits.  Without an underlying zoning district, sign permits could not be granted.  In other words, the planning commission rezoned all the PUD's to allow sign permits to be issued.  This is the reason it was done in fall of 2012 and not earlier.  So those properties, which included Linden Hills, Belle Prairie church, and more, could be granted SIGN PERMITS.   If the city had done their business correctly, they would have rezoned all of these BEFORE ENACTING A NEW SIGN ORDINANCE ON JULY 2, 2012.
