It is against the local ordinance(disorderly conduct) and Minnesota statute disorderly conduct.  That is why you can be cited for doing this.  I get this kind of crap everywhere I go....have always for the last 5 years.  Town is filled with lunatics/intolerants/lawbreakers.  Of course they are being led by the Mayor, council, former city administrator, city staff and city attorney.
