Council work session 8-18-14 and events that followed....
I will be writing soon about the work session and council meeting held last night. I could not attend as I am puppy sitting for a family member. Some troubling and most interesting things happened, that I will write about before the close of the day. Theresa filmed for me, so that I would be able to listen to the meeting and report back to the public. I knew last night would be interesting. Council meetings always are. More soon.

Summary:
Police were dispatched to the location for property dispute. Upon arrival contact was made with the Taco Bell construction crew. They indicated the owner of Taco John's came out of the business yelling at them using profanity instructing them to get off of his property. The workers said they were standing about a foot to two feet onto the blacktop. I spoke to the Taco John's owners and he admitted to confronting the workers. He indicated he did not want anyone associated with the construction of Taco Bell on his property. He said they were not allowed to eat at his restaurant as well. The information was noted and the workers were advised. Police were then clear.

WHY THIS MATTERS???? Because the construction workers CIVIL RIGHTS MAY HAVE BEEN VIOLATED. In speaking to a very learned attorney on Constitutional rights, he stated that their civil rights were very likely VIOLATED. Hmmmmm.
According to the Civil Rights Act, restaurants are considered places of public accommodation. It is an act to enforce the constitutional right to vote, to confer jurisdiction upon the district courts of the United States of America to provide injunctive relief against discrimination in public accommodations, to authorize the Attorney General to institute suits to protect constitutional rights in public facilities and public education, to extend the Commission on Civil Rights, to prevent discrimination in federally assisted programs, to establish a Commission on Equal Employment Opportunity, and for other purposes.
After reading the police report, unless the construction workers did something other then step one to two feet onto his property(probably without knowledge Justin would react in such an outrageous outburst) they probably CAN'T LEGALLY BE REFUSED FOOD SERVICE. Look it up for yourself.
The primary purpose of a restaurant is selling food to the general public, which necessarily requires susceptibility to EQUAL PROTECTION LAWS. A restaurant's existence as private property does not excuse an unjustified refusal of service.
This outrageous overreaction to the construction crew's accidental misstep is noted because there have been other outlandish outbursts/comments on social media towards myself(on the Mayoral website). Justin also posted outlandish comments about Alderman Brian Crowder on his Facebook page that may have encouraged some "likers" and other "commentors" to post a veiled threat of violence against Alderman Crowder. This is the information I put on the back of my trailer, and shortly following that somebody committed a crime, by slashing three signs off the back of it. There is no doubt in my mind that there are NUMEROUS INDIVIDUALS(ADULTS) in this town that are willing to commit acts of crime or violence at any given moment. Recent history demonstrates this truth.
Justin Bieganek is also a Mayor appointed member of the City of Little Falls Planning Commission. Is this kind of individual who we want representing the City? There are rules against Malfeasance, Nonfeasance, and Misfeasance which can mandate a committee members immediate removal. Check out the City charter for yourself. The mayor has been made aware of his comments. She took a picture of his comments that I had on a sign at City Council Chambers.
I wonder how Taco John's corporate office might react to knowledge of this event????

OPEN SEASON ON SIGNS
Just to let everyone know, during any election year(compliments of state law), anyone in the State of Minnesota is allowed UNLIMITED SIGNS IN THEIR YARDS. YES, YOU HEARD THAT RIGHT. AS MANY AND AS BIG AS YOU WANT!!!! Isn't that wild? This year the dates are from June 27, 2014 until November 14th (10 days after the election). Now who would believe that our state legislators would allow signs as big and as plentiful as a person wanted, if they created traffic hazards or devalued property. Is anybody stupid enough to believe the state legislature would allow more traffic accidents or fatalities by enacting this law? Does anybody out there really believe our state legislative body would allow mass statewide property devaluation??? See how this works. The argument the city made during the lawsuit was that my signs devalued property and could create a traffic hazard, but offered no standards whatsoever to base these false assumptions on. Joan Claybrook, former head of the U.S Department of Traffic Safety, gave a statement for my lawsuit saying that in all her years in this position she had never seen any evidence that signs had created safety hazards or accidents. Powerful.....remember that!!
CONFLICT OF INTEREST possibilities ????
Well I thought I better help connect the dots a little more for people who may care that there MAY be numerous conflict of interest concerns starting with this one. Greg Zylka, is the president of the Economic Development Commission. Council President Don Klinker is also a member. The possibility of cronyism/conflicts exists when you have individuals that have influence over the decisions made as to who gets loans and who does not. I am not saying there have been any conflicts of interest, or cronyism for that matter, just that with all the other Coborn's connections it may be an area of concern. Why this matters is that tens of thousands of taxpayer funded BIG GOVERNMENT CORPORATE WELFARE $$$$ flows through this city committee each year, and tens of thousands of taxpayer funded $$$$ have also been lost over the years. When a local business fails, they basically go belly up on the EDA loan and the taxpayers are stuck with the bill. In 2013, a business failed and it cost Little Falls taxpayers over 40k. This is precisely why(one of the reasons) Little Falls is carrying such a heavy debt load, either from those loans or from the recipients of those loans failing to meet their loan requirements/obligation. I attend most of these meetings, and can see clearly how the Coborn's connection (Greg Zylka is the manager of Coborn's Superstore here in town and employs dozens of people that have connections to city government) and cronyism seem to go hand in hand. His wife Wendy is an employee at City Hall and takes the notes for this and other boards. Loren Boyum, councilor, has been an employee. Lisa Luing, City staff's husband has been a Coborn's employee. And that's just a few. Look for my upcoming post on "Too Close for Comfort ,Cronyism At It's Worst." Greg and Don are of course appointed by our Mayor, Cathy VanRisseghem. Don Klinker is a former Vice President of U.S. Bank. Both of these guys and others on the committee, have no problem allowing local businesses to feed at the BIG GOVERNMENT TROUGH! Why should taxpayers subsidize ANYBODY'S BUSINESS???? Most of the folks asking for these loans really don't need the help, and even if they do, why don't they get bank funding, instead of asking for local city corporate welfare? The same people applying for these loans and the ones doling them out likely agree with the gutting of essential human needs programs like food stamps, Medicare/Medicaid, rental assistance and social security. I am shocked and saddened to see how this cronyism is negatively impacting the citizenry. Yes there is some benefit because businesses are getting more of a free ride and some may even bring in new jobs, but at what cost? Is this okay with you? If not, you should consider speaking to your elected council officials to let them know how you feel. In my opinion, if businesses have to ask for corporate welfare at any level of government, they shouldn't be in business. Just my opinion. Nobody ever funded my businesses. If I could do it, as a struggling single mom, then they can too....otherwise GET OUT OF BUSINESS AND WORK FOR MINIMUM WAGE. SEE HOW THAT WORKS FOR YOU.
THREAT ASSESSMENT !
I thought some of you might like to know that during the deposition of Little Falls Police Chief Greg Schirmers, summer of 2013, he told my attorney Larry Frost that he and his officers had no threat assessment training whatsoever. Larry Frost is a retired Lt. Col.Army Ranger who has an impressive and extensive bio with intel work all over the globe. This is a problem for our local police department. I wonder with all the national and state news about the militarization of law enforcement agencies, just what our local PD has received from the military, including Camp Ripley, of leftover Iraq/Afghan war equipment/arsenal. Don't you. This may be my next data REQUEST.

INVOLVING OUR YOUTH
Generation X 1965-1976
Millennials 1977-1995
Both of these groups are skeptical of the ability and willingness of organizations, including government, to address problems they care about and are concerned about the future. These are true for the younger generations: 1. Believe they are responsible for their own economic successes and happiness. 2. Because they don't trust organizations they won't leave their fate in their hands. 3. Believe career success is hinged upon transferable skills. 4. Get things done with the use of technology. 5. Want an immediate impact through their involvements. 6. Lack patience with long-term goals to achieve change. 7. Value a balanced family life and personal fulfillment.
They have tired of partisanship and want open/inclusive/debate/discussion. And who could blame them. It will be a challenge for all cities to succeed connecting with the younger citizens.
These younger citizens have shown little interest in city/government and prefer private-sector jobs. This is primarily due to their lack of knowledge of the benefits of government employment. Once they discover the reality that government careers may be a great choice for them, they can be persuaded to consider city employment.
To connect with young people go to their element(baseball games, coffee shops and internet cafes). Discuss city hall issues with them there.
Use websites, blogs, and online discussion forums to get them connected to city issues and opportunities.
Highlight practical and cooperative problem solving and provide for action oriented immediate impact possibilities/programs.
Interactive dialogue will be key to success in engaging them and allow for open floor discussion.
Persuade them that volunteering and serving in local elected office is a way to make a lasting difference.
This will be another of my campaign highlights. You heard it here first. It is essential to get the younger citizens engaged and better yet ON FIRE FOR THE PUBLIC GOOD. I hope to inspire them.

OPEN DATA
Minneapolis just passed an open data policy. They expect to have a portal open by the end of 2014, that will allow data sets to be posted online. What a novel and forward reaching idea!! Open data combines government transparency , bottom up crowd sourcing and high tech geekery into predictable combinations of numbers, that can be used by ride share companies and bicycle groups to better access city routes. Instead of requiring the typical tedious and frustrating hoops to jump through to get at public data, open data encourages city data access easily, without impediment.
It's the people's data and it should be as open as an open meeting and just as easy to access. Kudos for Minneapolis being the 16th city in the nation to pass this.
Now if only the City of Little Falls would follow suit. I will be doing the asking. You read it here first....this will be part if my campaign message. Instead of a closed up bureaucracy this plan gives people a way to be more involved and interested in the workings of their city.

the message or the messenger
I wonder if the mayor,council,city administrator and people of Little Falls object to my message or the fact that I am the messenger? A person told me not long ago that this community/city/county has been so plagued with lawsuits and known for legal problems due to staff incompetency in all agencies, that Metro attorneys surf Morrison County for potential lawsuits. I wonder if there'$ truth in that???

I see my neighbors directly across the street from me have one of the first Greg Zylka for mayor campaign signs prominantly displayed in their front yard. I wonder if they will change their minds if it is determined that the council and city have misused PUBLIC FUNDS???
WHY I SUED
As many of you are aware, the "We Support Our Troops" banner WAS ILLEGALLY ERECTED AND MAINTAINED BY THE CITY OF LITTLE FALLS FOR MORE THAN A DECADE. This is a fact. After I asked Jerry Lochner(former co-city administrator) if it was legally erected he stated "No, would you like us to take it down?" I was shocked that he would expect me to insist the city follow it's own laws and take it down without a formal complaint. A big hoopla ensued and as you know I received death and terroristic threats towards myself, the children in my care, my home and property.
After February 6th City Council meeting(I didn't attend this meeting as my children were all worried that I would encounter hostility and perhaps be in physical danger), when about a dozen or so signers to a petition to keep the illegal banner up was read, I began attending almost every meeting in this city.
During those 3 months, I could clearly see that in order to rectify the local collusion/corruption/cronyism it would be necessary to file a federal lawsuit defending my right to free speech. I didn't want to sue but realized after speaking up at all of those meetings and being ignored, that a lawsuit would be the only way to force honest government.
In May 2012 I hired Larry Frost to defend me after he approached Jon Tevlin of the Star Tribune that he would volunteer to represent me pro-bono. Little did I know at that time, that Larry worked with Bruce Fein, internationally known Constitutional attorney.
Something most folks don't know is that one month after I hired Larry and Bruce, Theresa Nelson head of the Minnesota ACLU, called me to say they had found an attorney to represent me. Why is this important? Because the ACLU takes on cases they think are IMPORTANT AND CAN WIN. This should SPEAK VOLUMES TO ANYONE READING THIS. At least the educated folks.
I knew that sueing would create much hostility. I knew that it would make my life hell....which it has. I knew that I would have to develop a spine of STEEL. I knew that from that day on, I would have to get the truth out for the public to grasp what was really happening.
This blog is a real blessing. I have had to learn computer skills that I had no knowledge of before this lawsuit. I have had to become an occupier at city hall, in order to discover the ins and outs of city government. I have had to research countless documents, and study the Data Practice Act, Open Meeting Laws, League of Minnesota rule books and dig deep into and study our City charter and laws.
All of this has caused me to be an excellent candidate for Mayor. I may have more knowledge on all of these subjects than your current elected officials. From observation, many if not all of them have little or no knowledge of any of these topics/laws/etc.
I may hold a record of attendance at local city and committee meetings. I don't say that to boast, but merely to inform you that I am knowledgeable in many of these areas, and if I lack knowledge, I will be diligently ferreting out the truth, on any given topic going forward.
Enough on that subject....now you know WHY I SUED.

I applaud your efforts in North Dakota, but at this time would like to ask for your help with the vandalism and hate speech right here in Swellville. LAST NIGHT
Just so you know, several vehicles drove by the front of my house last night and shouted more profanities. There are hundreds of lawbreakers in this city. Shouting profanities, squealing tires, revving engines unnecessarily, laying on the horn, are all AGAINST THE LAW. Look it up for yourself. Put DISORDERLY CONDUCT in your search bar, or better yet, go to the City of Little Falls website and you will see that the police department has specific rules against certain types of conduct. Check it out. Know that I monitor all sides of my property ....videorecord day and night and YOU WILL BE PROSECUTED. I am not kidding. Just sayin. You may be "SHOCKED" by what you may encounter in to the future.
ALARMING !!!!
I thought some of you may wish to read the disturbing military document I have discovered. It is titled "INTERNMENT AND RESETTLEMENT OPERATIONS" February 2010, FM 3-39.40 This document lays out how peaceful political and environment activists and many others can and WILL BE DETAINED. Read it for yourself......can't make this s**t up!!! I am really really concerned that our nation has slowly drifted into a police state, with our police departments giving precedence to former soldiers, and being equipped compliment of our government with ALL TYPES OF MILITARY EQUIPMENT INCLUDING TANK LIKE VEHICLES AND MILITARY WEAPONS. As a former law enforcement wife of almost 20 years, I know full well this is NOT SUPPOSED TO HAPPEN. No wonder many are concerned and outraged that the militarization of our law enforcement agencies continues to escalate. What is necessary is for the individual police officers being very vocal that this is not ok with them. Locally if your candidate for SHERIFF isn't speaking up loud and clear about this.....ask why not, and then DEMAND ANSWERS. WAKE UP COMMUNITY...IT'S YOUR COUNTRY....SPEAK UP NOW !!!!! or live with the consequences of INACTION !!!! Once you have read this document, spread it far and wide.....in every way you can....tell your friends and neighbors.....this is not good for our nation. Yes we need to prepare for disasters, but this document is teaching/mandating police and military how to detain people that are working for peaceful change in this country.

Delete Sister City Committee/ Delete Golf Advisory Board/Heritage Preservation Commission Amendment ! ! !
Now here's something very interesting....in the Council agenda 8-18-14 under new business, the council will consider all of the items mentioned in the title of this blogpost. I wonder if they actually will eliminate the Sister City Committee, and/or the Golf Advisory Board? I sure hope they don't make any more costly mistakes for the citizenry. They seem to struggle to stay out of trouble and within the law. If I find some juicy tidbits I will be sure to report back. Folks if you really want to make a difference in your city, you really should consider attending and all meetings that you possibly can. It is time well spent.
JEEPERS CREEPERS
The Little Falls City Council will be approving major language changes in their DATA PRACTICES POLICY AND PROCEDURE policy #74 at the Council meeting on August 18, 2014. The memo in the packet for the meeting says; This policy is adopted to comply with the Data Practices Act of Minnesota Statutes Chapter 13, section 13.03, Subdivision 2, and for the purposes of establishing guidelines and procedures for obtaining government data, and to meet the new requirements in Minnesota Statutes, Section 13.05, Subdivision 5, effective August 1, 2014 related to ensuring appropriate access to "not public"data. As many of you know, I am known for making data requests to get at the facts, so I will be scouring this document.
Something that may interest you is that at the work session which will begin at 6 p.m. sharp, there will be an update on the Little Falls Area Recreational Complex by the public works director Greg Kimman. There will also be discussion on COMMITTEE MEETING NOTIFICATION. That should be interesting. I wonder which group needs prodding to follow the rules now???? Some of the city committees sure have had trouble getting it right the first time.

WHY I AM IN THE RACE FOR MAYOR.....
Many of you are probably wondering why I filed for the Mayoral candidacy. Some have figured out that I have been trying to advance this city by asking the City Council to consider quite a few ideas that promote a clean environment, save tax dollars, make our city safer, promote uniform enforcement of our laws, protect individual privacy, and recruit/welcome/celebrate diversity. Some may falsely believe that I am in this to showboat. Nothing could be further from the truth. People that really KNOW ME, would never say or believe that about me. The mad crowd that declares hostility towards me, has no idea who I am, at ALL. I will be composing my mayoral announcement for the local paper soon, but before I do that I will be posting my desires for this city on this blog. I want my readers to have first dibs. I look forward to debating issues with the other two candidates, and enlighten the community about all the great opportunities this mayor and council refused. When the community knows this, I believe many will realize that they have a distinct choice this year. This city has the blessing of having the Franciscan Sisters community that set a great example of communal life. Intentional communities and eco-villages are springing up all over the nation/world and the trend in society will be towards stronger bonds with our neighbors. I believe that when we nurture connection and cooperation among communitarians and their friends, the entire area will thrive. It is critical that we leave no one behind. With hope and peace, Robin

A few days ago, some of my fellow peace activists and I gathered at Coborn's corner again to protest the slaughter in Palestine, and also to object to the bombing in Iraq, and OPPOSE WAR EVERYWHERE, NO MATTER WHO THE PARTIES INVOLVED IN WAR ARE.
I AM SICKENED THAT MY COUNTRY HAS BEEN IN ENDLESS WAR FOR MY ENTIRE LIFETIME.
"There is a lot of misinformation about the Israel/Palestinian conflict. Many older people retain a romantic view of Israel as "the only democracy in the Middle East." They believe Jewish settlers "made the desert flower." People would be wise to learn about the true history of Israel's founding, the continued oppression of Palestinians in the occupied territories, the persistent discrimination Arab-Israelis face and Israel's history of supporting brutal dictatorships(i.e. the Shah's Iran, apartheid South Africa, and Guatemalan military regimes). Perhaps then, they would no longer support the Israeli government. Thankfully, young people of today, understand the reality of the Israeli/Palestinian conflict, as revealed by polls showing a majority of people under 30 oppose Israel's war on Gaza. A growing number of people are tired of war, but support for the military and wars persist.

I feel one of the best ways to promote peace is to show graphic portrayals of the HORRORS OF WAR REALLY ARE...INCLUDING PICTURES OF THE INNOCENT LITTLE KIDS THAT ARE BEING BLOWN AWAY BY BOMBS ALL OVER THE PLACE IN MANY DIFFERENT NATIONS. THIS IS JUST SIMPLY UNACCEPTABLE, AND I WILL CONTINUE TO BE OUT THERE PROMOTING PEACE, ANY AND ALL CHANCE I GET.

Just the other day, while I was about to get into my van while parked by the Royal Café, a hooligan lawbreaker shouted "GET THE F**K OUT OF MY TOWN LADY"
From now on I will be carrying one of my videocams running to capture any more of this nonsense, so that I can report these crimes to the police department.

If not, why not? I may object to the CONTENT OF YOUR SIGNS, but frankly it is NONE OF MY BUSINESS. I may have the opinion that tattoos on humans cause those humans to have some stigma with certain groups of individuals, like senior citizens. Some folks older than I am may share my opinion that tattoos cause a person to look tough or like a hoodlum.(a vintage term unknown to this younger generation). Some of my kids have tattoos, even though I advised against them.

Dear Mark Fyten.......
In response to your comment on my BlogSpot post (announcing my candidacy for mayor) here are a few additions to what I wrote you this morning. We are LIKELY POLAR OPPOSITES IN POLITICAL IDEALOGY. You are likely on the right somewhere, and I am waaaaay left. That probably contributes to why you think my beliefs are somewhat misguided. I hope you lead the campaign debates put on by the Chamber of Commerce again this year, as in 2012 you were excellent in moderating that debate.
Our county/community desperately REQUIRES CHANGES TO IT'S COMMUNITY NORMS. They are completely out of sync with the broader international community, and frankly out of date/out of tune/and out of touch with reality. Fact is the military industrial complex, over militarization, and endless war are bankrupting our nation and gutting our infrastructure, say nothing of eliminating necessary human needs programs. Let me shout this from the rooftops......BUTTER NOT GUNS!!! This should not be acceptable to anyone who claims an ounce of Christian faith. Christ taught to love not hate...which means in essence DON'T KILL OTHERS. PLAIN AND SIMPLE. HE LIVED TO TEACH OTHERS TO THINK OF OTHERS AS BETTER THAN THEMSELF. TO NOT BE SELFISH. Little Falls is foolish to not be on the cutting edge(as I suggested) to begin peace conversion with the involvement of the local talent at Camp Ripley. Why in the world would we NOT WANT TO DO THAT? WHY IN THE WORLD WOULD THE COUNCIL NOT HEAR ANY ABOUT THAT. SAVVY STATES ON THE EAST COAST HAVE ALEADY BEGUN THAT PROGRESS. It is going to be necessary to convert those military jobs or force our soldiers to be without employment. Now that's just plain stupid. Aren't you tired of war and the toll it takes on soldiers' families and lives lost on the battlefield needlessly. Why can't we just get along with others. Now there's a novel idea. Promote peace. Use the existing good organizations like Nonviolent Peaceforce. They have already been terrifically successful wherever their volunteers have mediated peace by invitation with two warring factions. Think about it community. Aren't you tired of war. What has the war machine done for you lately?

INCITING MOB VIOLENCE
I have discovered some comments on Josh Stumpf's(owner of Skyline Tattoo) public Facebook page that seem to be obvious incitement of mob violence statements. Incitement of mob violence is a crime. The following comments you may be interested in reading, are troubling to me.

KATE BJORGE AND KRIS VONBERGE(CVB)
The following are excerpts from a letter I sent to Kris VonBerge and the Town 180 TV producers, amongst others. This letter followed the fact that I discovered and recorded Kate Bjorge's (Pastor of Faith Lutheran Church) Nate Bjorge's wife's comments that it would be good to get rid of a few people in town, during her Town 180 interview that was filmed by Kris VonBerge. (Kris laughs after Kate makes this comment) Imagine a pastor's wife saying this type of thing. Shame on Kate Bjorge.
"Dialogue is a great idea. I'll toss a few thoughts your way. Do you really think suggesting chasing people out of town enhances the prospects of selection on the Town 180 show? I believe the idea of ostracism is inherently reprehensible in a democracy where diversity should be cherished. If you think the TV judges believe we are too "nice", well, that's another way of them saying that a TV show sells because of conflict. You have a ready-made conflict here, court case and all, like a chapter from To Kill A Mockingbird. Or are you saying that Kate concocted the part about chasing people out of town for the show? I suggest interviewing me, my attorney, City Council members and their attorney, as well as townspeople about the conflict. Doing this would be the epitome of consistency. Maybe even the local radio talk show hosts; Steve VanSlooten, Perry Nouis, and Corey Fink. Courtroom drama makes great TV; and if they want to see the less attractive features of Little Falls, consider the death/terroristic threats against me and the town's reaction to them? Maybe part of the "makeover" can be a series of town courses on the Constitution, which is denied even a cameo appearance in Little Falls, a "Constitution Free Zone." Again, I want to emphasize that I wholeheartedly wish city to win the $100,000.00. Your idea to apply was brilliant. I thank you for your efforts to help achieve this. Why did city alter only Earl lemieur's warning letter? ATTENTION ROBERT J. FEULING OWNER OF WEST SIDE LIQUOR
In a letter dated July 8, 2014 from Ben Oleson City Of Little Falls zoning administrator(public information by the way) addressed to Lemieur Earl 2011 Revocable Trust P.O. Box 156 Little Falls, Mn. that reads : "To whom it may concern: We received a copy sent to you by the Minnesota Department of Transportation regarding their requirement that you remove the large sign that is in their right-of way. Please note that while we do have record of a sign permit from 2009 that covers the ON PREMISE signs on this property, we are not able to approve any off-premise signage(the McDonald's sign). If you move that sign onto your property, it will require a The City of Little Falls has recently received an inquiry as to whether certain activities or structures on your property comply with the requirements of the City's ordinances. The property in question is [street address] Parcel ID [48.XXXX.XXX] The subject of the inquiry is [description] It is the responsibility of the City Zoning Administrator to determine whether a violation has occurred or not. In Ben Oleson's ZONING ADMINISTRATOR REPORT BOOK dated Wed. Aug. 6, 201414 the following comments are listed about Earl Lemieur's property at 103 Sixth St. S.E. "MnDot sent owner a letter dated 6/27/14 giving owner until August 30 to REMOVE IT FROM THE ROW. Sent City letter dated 7/8/2014 indicating that a permit would be necessary and that off-premise signs are not allowed.
NO OTHER WARNING LETTER TO DATE HAS EVER BEEN SENT TO ANYONE IN THE LAST 3 YEARS THAT HID THEIR PARCEL ID OR STREET ADDRESS. Now why do you suppose Earl Lemieur appears to be shielded in a special way. This matter has been brought to the attention of Gena Rohls, IPAD office Mn. Data Practice Act, and the Attorney General. I will continue to take these issues as high as need be. Selective enforcement of any ordinances are just not acceptable in my book. Selective enforcement is a violation of the law. And that matters.
Robert Feuling I am pointing this out specifically to you, because you MAY HAVE BEEN TREATED DIFFERENTLY THAN EARL LEMIEUR THAT MIGHT MATTER TO YOU. It matters to me that I have been treated very differently with sign enforcement issues/warning letters/citations and the like. In Ben Oleson's ZONING ADMINISTRATOR REPORT BOOK dated Wed. Aug. 6, 201414 the following comments are listed about Earl Lemieur's property at 103 Sixth St. S.E. "MnDot sent owner a letter dated 6/27/14 giving owner until August 30 to REMOVE IT FROM THE ROW. Sent City letter dated 7/8/2014 indicating that a permit would be necessary and that off-premise signs are not allowed.
NO OTHER WARNING LETTER TO DATE HAS EVER BEEN SENT TO ANYONE IN THE LAST 3 YEARS THAT HID THEIR PARCEL ID OR STREET ADDRESS. Now why do you suppose Earl Lemieur appears to be shielded in a special way. This matter has been brought to the attention of Gena Rohls, IPAD office Mn. Data Practice Act, and the Attorney General. I will continue to take these issues as high as need be. Selective enforcement of any ordinances are just not acceptable in my book. Selective enforcement is a violation of the law. And that matters.

Dillon Wuellner, I will happily respect your insistence on keeping the content of your post between you and I, but I do want to respond to what you said. I will reply in full tomorrow.
So here goes Dillon. I see the face of the new Budweiser sign on the front of your mom's new venture, the Rustic Bar, has now been removed, leaving only the lights and mechanics of it. I would imagine, this is due to the letter of inquiry to Dmw Properties LLC, August 5, 2014, from Ben Oleson (the zoning administrator) to determine if this property is out of compliance with the sign ordinance or not. According to my records the Budweiser sign was erected in violation of the sign ordinance limits on that property. In addition to that sign overage there was a banner erected awhile back that was also not permitted. I recorded the meetings where signs at this facility were discussed with your mom Dina Wuellner and/or Tim Witucki present. They were both told by the Historic Preservation Committee, that in order to have large signs on the front side of the bar, they would have to be behind windows.(a loophole HPC created to benefit strictly commercial speech) On June 2nd, 2014 the second meeting that Tim attended, there was discussion that the signs on the backside alone were 48 square feet(the TOTAL allowable square footage for signage on the entire property). The property has 24' of front footage and in the B-2 District the sign code allows BY PERMIT two square feet of signage per front foot of property. The Budweiser lighted sign in the front is 9'x4' (36 square feet). They were well aware that their signage was not in compliance. Evidently they thought THEY didn't have to follow city laws.
I wonder if your comments(that are very unfriendly and suggest I leave town) have anything to do with this issue? Just how do you propose I be removed from Morrison County and not let back in Dillon? You speak like this is another country. Do you believe in our laws and our Constitution that protects everyone, or just some? This property, and all of it's past bar owners/tenants have never been compliant with the sign ordinance as far as I can tell. I fact check everything. I do my research and yes I show up at the meetings so I can get the clear picture as to how decisions are made.

Dear Tom West
to the editor...I have some concerns/questions about your use of the words "defeat her" in your article titled 'Vandalizing Hensel Plays Right Into Her Hands." I shared some of them with Terry Lehrke today, at the Walkable Communities event at the courthouse. You state that "The only way that Hensel will ever get most law-abiding citizens on her side is if she gets sympathy because of criminal acts of theft, damage to property or violence against her." I would like you to explain what you mean by that? You go on to say "we think it would be far better to defeat Hensel in the marketplace of ideas and at the ballot box, than it is to take actions that suggest we don't believe in the rights outlined in the Constitution." Who's the "we" you refer to? Terry said YOU wrote the piece, not ECM publishers. May I remind you that the Constitutional rights you refer to, were violated by this City, when the Council chose to refuse to grant me an advertising bench in one of two places on City Hall property. That's what Judge Kyle's ruling clearly stated. That's why he granted me the right to a jury trial. Why would you, or anyone wish to "defeat me?" In AmeriKa aren't we allowed to voice our opinions publicly without risking personal endangerment? At the time you wrote that piece I had not yet filed to run for the Mayor's seat.
I have never attempted to get anyone on my "side." I HAVE been attempting to let the public know my ideas/concerns for this city, country and our nation through the messages on my signs, and my public statements at City Council as well as other city meetings. I HAVE been encouraging others to attend meetings and rally against endless/unjustified war, that is bankrupting our nation. I DID ask our council to sign the Minnesota ASAP petition, to reduce military spending so that our human needs programs have proper funding. I DO want butter not guns. I AM proud to call myself a peace activist. My faith compels me to be that. My conscience demands I whistleblow when I witness injustice/corruption. My heart requires me to insist on challenging "community norms."
All of my petitions, agenda items, public forum comments, and citizen concerns, presented at Council meetings have been forward- thinking ideas that would benefit the citizenry of Little Falls. I wonder why you did not take credit for your article, by listing yourself as the writer of that piece?
Once again, the Morrison County Wreckord got it wrong!! Hensel has not cost the city 100K.....your current and past city staff, current and former city attorneys and current and past city council helped in some way, violate my free speech. Remember the fact that the "We Support the Troops" banner WAS illegally erected and maintained by the City of Little Falls for more than a decade. That is a FACT.

My response to Jeff is "We could build on that too Jeff...like I suggested at the Town 180 meeting at the CVB...we should have a SIGN CONTEST and let others in on the fun by exercising their IDEA SPEECH. Little Falls COULD capitalize on this city created lawsuit and instead focus on encouraging laughing at it's own mistakes. Take for example the humorous CHURCH BASEMENT LADIES.(play) People love SATIRE. We have the makings of a truly superb opportunity to do something wonderful with what might otherwise be continued bitter feelings in Little Falls. Tourists might come from miles around to view resident's artistic yard art and SIGNS. Currently there is no SIGN CAPITOL in MinneSIGNta. It could be a real hoot. Why not promote THAT? Free speech should never be a DISSAPPEARING RIGHT. Soon the residents of my quaint little river town will be presented with all the ideas for the public good I have encouraged the council to consider. The voters will decide what direction they wish their city to take. I sincerely hope they choose transparency and justice."

So I may be mistaken, but I believe I saw the pharmacist from Coborn's in Little Falls signing up at 4:53 p.m. today, filing for the Alderman at Large seat. I believe his name is Brad Hircock(spelling may be inaccurate.) If it really was him, this would be just one more "Coborn's connections." Soon, I will be posting all of the "too close for comfort" connections that appear to be "cronyism at it's worst." I also heard Mayor Cathy VanRisseghem(who was in the hallway outside the council chamber where the voting was taking place) greet Brad by name and asked if he was filing. He told her he was filing for the At Large seat. She said she was so glad. She said she was really "sick" until he showed up. This says something to me about her lack of confidence or disapproval of the other two challengers for the Alderman position; Tim Schmidt and Urban Otremba.
Now my next question is, who will drop out of the races between tonight and Thursday at 5 p.m.(the deadline to dropout)? I am told there is a pattern of this type of behavior in this town during races in the past. I wonder why? I have heard a rumor that in the past, city staff called LeeAnn Doucette, at the very last minute, to let her know that Sharon Hogan had not refiled for the Ward 1 seat. I will also be curious as to how hostile Urban Otremba will be towards Alderman Crowder during the upcoming election campaign. I will be sharing some pertinent, eye popping quotes directly from Urban's deposition taken by my attorney Larry Frost, summer of 2013. It will also be interesting to find out if he chickens out and withdraws his name in the next two days. I believe that Tim Schmidt is Urban's former son-in-law. What an odd coincidence they both filed.
I believe Jeremy Hanfler will be handed his seat, as nobody showed up to challenge him. What a shame. Why wouldn't somebody from his ward 3, have filed for his seat? Are his constituents that satisfied? Jerermy's wife is another "Coborn's Connection," being an employee there. It matters.
In that I believe the Morrison County Wreckord is not providing the news as well as they should/could, I intend to be one step ahead, so that the residents of my quaint little river town with the great big problems gets more fact based, unbiased news.
I attended the Walkable Communities seminar today from 8:30 a.m. until 12:30 p.m. It was insightful and very worthwhile. Unfortunately, no other candidates for local office attended, and neither did any of the city council or our mayor. There are four of our city council members that are not employed and could/should have attended. I don't understand why they didn't attend. I wish they had...they missed out on an inspirational talk/interactive/discussion that will benefit this community and our state going forward. Little Falls was the first city in Minnesota to hear this seminar and will help the state go forward with more friendly/walkable communities. More on this later.

Well it's official folks.....I am now a candidate for mayor of Little Falls, Minnesota. I filed for that position at 4 p.m. today at City Hall. I wanted to let you know first on this site, before the Morrison County Wreckord publishes that. Theresa Skorseth also filed for Ward 2 Councilor. I am looking forward to speaking to the residents about my ideas for this city and to clarify a lot of misunderstanding. I believe I am the most misunderstood resident of Little Falls. The COMMUNITY ANNOUNCEMENT I am currently running on channel 6 public tv (that was shut down because Jerry Abraham didn't want to deal with the problems) (meaning Theresa and my show called Reality Players). Channel six has been non operational since Nov. 2013 except for ads and announcements, even though the City of Little Falls continues to collect the fees that fund public tv. I am hopeful that one day the City of Little Falls will come to their senses and implement a Human Rights Commission like St. Cloud and sooo many other communities have developed. It is essential for my quaint little river town to develop one, and then to encourage/welcome diversity. This will be one of my campaign highlights. If we are ever going to advance this is one of the first things that must be done. My humble opinion.

Meetings and Procedures: The golf advisory board shall meet at least once each month and other meetings may be called by it's president, upon notice provided to the public and all members at least three(3) days before the date of the meeting. The golf advisory board may adopt bylaws and such additional rules, regulations and procedures as it may deem necessary. The bylaws, rules, regulations and procedures, and any changes therein, shall be approved by a majority vote of the city council(Ord. 47, 6th Series, eff. 3-4-2013)
C. Duties: The golf advisory board shall perform the following duties:
1. Adopt bylaws, rules, regulations and procedures for the use, management and operation of all golf facilities, subject to the power of the council to change or repeal such bylaws, rules, regulations and procedures.
2. Submit, annually as the council may require, a proposed budget to the city council for it's approval. The golf advisory board shall not change it's budget without council approval once it has been approved by the council. All receipts and disbursements shall be accounted for in a special accounting fund called the "golf fund.'' The city administrator shall be the custodian of said fund. No check or warrant payable from the golf fund will be issued unless authorized by the city council.
3. Recommend to the city council the number of persons needed to properly operate the golf facilities and the names of persons to be hired. The golf advisory board may recommend dismissal of golf course employees to the city council.
4. Submit a written report to the city council at least quarterly, concerning current operations of the golf facilities.
5. REMEMBER THIS? I was sent a warning letter stating this was in violation of the sign ordinance, but wait......SOME IN TOWN......have had similar but they weren't issued a warning letter. This is called SELECTIVE ENFORCEMENT, and the city is begging for another lawsuit.

I believe Cathy VanRisseghem was performing her Mayoral duties while she was the CEO of the Little Falls Convention and Visitor's Bureau. On her Mayoral facebook page in 2011 was recruiting 2 potential committee members for the Energy and Environmental Board. Her site said "contact the CVB". Now why on earth would she not have said "contact the city"? Some have said that she should be in jail for doing both jobs at the same time. I believe this is a REAL CONFLICT OF INTEREST if there ever was one. Did she resign, or was she given a choice by the CVB board to choose which position to keep. Or worse yet, was she terminated by the CVB board? My signs also refer to the fact that in 2011 she was advertising an illegal tea by appointment facility--Waller House, (illegal restaurant that was serving 7 course meals by appointment). The Waller House did not have a conditional use permit until September 2013. Imagine that. The mayor quickly deleted all of my comments on her page and blocked me from posting any more. Wonder why? No surprises...she can't handle the TRUTH AND WORSE YET, DOES NOT WANT THE PUBLIC TO KNOW TRUTH, about her or her opportunity hoarding cronies. Oh yes, and where did you buy your RV from Mayor VanRisseghem??? You never did answer.

TRESPASSING THIEVES AT MY DOOR!!!
On July 29th, 2014 two trespassing thieves came onto my property without permission and stole an AmeriKan flag and mast off my front porch. These cowards have been captured on video surveillance cameras, and should consider surrender before they are arrested. We shall see how thorough the Little Falls Police Department is. Time will tell. Anyone considering something like this antic, should probably reconsider. I am good at surveillance and document EVERYTHING. I have friends in law enforcement, and great legal advice as well.
City has four data requests for me to inspect today. Including inspecting the SIGN DATA BASE that supposedly Ben Oleson, new zoning administrator has been updating. Also, I made a data request to inspect the data on the Brooke Mallak lawsuit alleging illegal driver license data lookups involving multiple law enforcement agencies, including Little Falls Police Department, and my data request says that the lawsuit is still in litigation and all info is client attorney privileged. I will be digging into this info as well as the Golf Board minutes for all the years it has existed over the weekend. Should find much damning info in these minutes. Golf Board has not met since Nov. 2012 even though their own ordinance requires them to hold monthly meetings. Thousands of taxpayer public funds have been lost through the city owned golf course over the years and now to discover that they have not been holding regular meetings for about a year and a half is very troubling. Yesterday while going through the rest of the Sister City minutes, I discovered a bunch of troubling info that I will happily share soon. The committee shifted funds on a regular basis, under the nose of and advise of Gary Paulson, former City auditor, as they were concerned about the social security of the account holder had to be listed on these accounts. The committee was constantly looking for and found ways to avoid another one of their own ordinance's rules, and that was the purchase of liquor with city funds....which was forbidden. Peter Vogel, city attorney at the time, helped them skirt the law, by advising them in several ways, how they could get around this issue. More on this soon. I will be posting the actual minutes when I have time, so the public can see for themselves what has been going on. I am also tracking the sign ordinance enforcement and am building a good case against the city on SELECTIVE ENFORCEMENT. The City of Little Falls must either enforce ALL THEIR LAWS uniformly, or risk another lawsuit. I am not letting up. Just yesterday, Charlotte VanRisseghem the Mayor's mother in law(and also the one who publicly complained about my legal scrolling window electronic sign) had an illegally erected campaign sign for Cathy VanRisseghem for Mayor, in the road right of way in front of her home at 709 Second St. Northeast. After an anonymous caller complained about this sign, it was NOT CONFISCATED by city staff, as city procedure mandates. Instead it was moved to another location further away from the road right of way, so presumably an officer that was called to investigate this illegal sign, must have told her to move the sign instead of confiscate it. No surprise here. What officer would want to confiscate this sign when Cathy VanRisseghem is the boss of the police department. The officer would likely risk his job. Today, I will be inspecting all the confiscated signs, and the tracking system that tracks all of these. Awhile back, I asked to inspect confiscated signs and the city said they had NONE, AND NO TRACKING SYSTEM AS WELL. See how this works. City skirts own laws, or changes the law to suit their own purposes or to favor SOME OF IT'S PEOPLE. This is just not right. This is after all, AmeriKa, not some foreign country that has no CONSTITUTION. I expect better and will DEMAND NO LESS than honest, transparent, inclusive local government!!! Oh yes, one more thing......I will beging next week working on my illegal arrest with my criminal attorney, preparing for my jury trial in Morrison County Court winter of 2014.
