Franklin billboard on City of Little Falls property. Is it legal? BET NOT.


Below is the proposed contact with the city, I just got today from city hall,9-17-15.  

The contract below from 1984 is the current contract with the city. Lori Kasella stated the contract came with the property when city acquired property from property owner.  


On March 25 ,2015 I called Steven Anderson and requested information on the billboard lease/agreement with the city of Little Falls.  He refused to provide me the information. I called again on 9-14-15 and told him Chris McNulty of the IPAD office at the state level told me that the information I am requesting is public information, because it is a lease with the city. Steve Anderson said the lease is a private lease, not with the city. He refused to  discuss the proposed agreement with the city and hung up. I made a data request to the city on 7-23-15 about this lease/contract and it has not been fulfilled yet. The city doesn't want me to see it.  Likely because it is not completely legitimate/legal.  


What is important, besides whether the proposed new lease or exchange with the city is legitimate, is ....was the sign ordinance during any of these years, violated by any former owners of the property, Franklin sign company, or the city itself.

What is also important to note...the city has not operated legally within their own UNCONSTITUTIONAL advertising bench and sign ordinance. City regularly rewrites laws to allow exceptions, or skirts the law by granting extensions to lawbreakers.  This matters.  I have good records of numerous examples for proof.  This is why a watchdog is necessary. Too bad elected officials and city staff and contracted officials such as Ben Oleson zoning administrator, Dan Vogt city administrator, and Toni Wetzel city attorney, can't just be honest and forthright in all city dealings including following their own laws and policies.
