Hanfler suggests there are people in town to "take care of drivers driving illegally in alley on west side"

I wonder why President Jeremy Hanfler said this.  Does he think there are "thugs" who will "take care" of other stuff too?????  Notice who laughs right after Hanfler says this. (Mayor Greg Zylka and others).  It is troubling that some on this council think that kind of behavior is appropriate.     It has been said that men show their character in nothing more clearly than by what they think laughable.   I have heard that councilors said similar things in the past, when they thought nobody was listening, or that it would get out eventually.   I am referring to Frank Gosiak, Don Klinker and more.    Council meeting 2-17-15
