This was filmed at Perkins Restaurant, Little Falls, Mn on 4-10-13 BEFORE the Sister City Committee was deleted by the city council, after Theresa Skorseth and I exposed they were using the funding for this program without a public purpose. There was no tangible benefit to the public from all the tens of thousands of dollars spent on this program. If you want more details on this subject, just put Sister City Committee in the search mechanism on my blog and it will pull up numerous blog posts as to what happened and when.
