Little Falls Mn knowingly polluting Mississippi River 11-22-13 Industrial Park drainage ditch/compost pile/city owned lot

Just for reference.  11-22-13 this is a disgrace.   City of Little Falls, Mn is supposed to maintain the drainage ditch that runs through Industrial Park on the northwest side of town. Until I reported it, there was all kinds of garbage including computers, televisions and more close to the corner of 8th St. NW and 13th Ave. NW(I believe).  This is where the ditch begins and above it, is a pond out in a field....looks like a man-made holding pond. The water stinks, has a oil slick all over the top and water is obviously toxic.  It is owned by Morrison County, but the city has an easement to maintain it.  No wonder the Mississippi is polluted.  There about 9 or 10 other drainage ditches that are within the city limits that also dump unchecked into the Mississippi River. Only one that I know of has a sand type of filter on it, and that was only installed in 2016.  This is pathetic.
