Little Falls Mn council allows EXCEPTION for Bernie Athmann(friend of former president Don Klinker) 4-1-13

Bernie is allowed to give his Citizen Appeal, during the Petitions only comment time.  Why do they have rules, if they never intend to follow them and continue giving exceptions to "certain people" they like and not others? 4-1-13
