St. Gabriels Hospital construction crew STOPS traffic 4-2-19 legal??

I am not sure if it is legal to stop traffic if you are not a police officer. 4-2-19

    I don't think it matters. I don't know of a law prohibiting a person from alerting traffic of a vehicle in or entering the roadway.
