Sandwich sign displayers who have 1 MILLION $ required liability policy

I made a data request asking to inspect ALL liability insurance policies (to display sandwich sign in downtown Little Falls.) These are the only ones that are currently on file at city hall.







Why does it say "permit not needed, just insurance" on the bottom of Josh Stumpfs July sign permit? Why does that contradict what the HPC minutes say "permits paperwork and proof of 1M insurance must be on file at city hall to legally have a sign on the sidewalk? Who has it wrong, the HPC or the city sign enforcer? 

Lori Kasella told me today that she wasn't sure if the city had a city sign enforcer. She thought Ben Oleson handled most of the permits, but was unsure who signed Josh Stumpfs permit. 

City employees need to get their act together AND be more courteous over the phone.
