Gambling and city "Agency" fund

I thought some of you might be interested to know that gambling money from the Lions and West Side Association is run through the city books and the city pays for expenses of the Lions facilities and more. I asked Lori Kasella today 5-15-15 whose idea this was and she said she didn't know.  She said the council did not have to approve every fund the city has.  She stated this fund was started in 2013, the same year Dan Vogt became the city administrator.  Prior to his hiring, Lori Kasella and Dan Vogt were co-city administrators. She is the financial administrator for the city, but she doesn't know?  Right.  Wonder what they are hiding.  Notice even another citys fire department(Royalton) runs money through this fund.  So does the LFCHS school(for golf program).  So the city of Little Falls is paying for expenses of a non-profit(West Side Association and Lions) after they make a donation to the city.  City pays gas and electric bill, mowing and other upkeep as you can see by the payouts.  I would sure like to know the reason the city is doing this.  Wouldn't you?
