Seriously, this could never happen, because either Lori Kasella(finance administrator), Wendy Zylka(Lori's gopher and mayor Greg Zylkas wife), or perhaps the mayor him or herself, would call up somebody at 4:45 pm just before time lapses to file, and say come on down....nobody has filed, you would get in automatically if you just file for council.
