Good article.  I strongly agree.  The citizens don't have the first whack at stopping lawsuits - city officials do.  First because they make the decisions that can generate suits, second because they are required BY LAW to do what is lawful, and third because they have the resources to check the law BEFORE they act. 

One other interesting and IMPORTANT TIDBIT..... Bruce Smith, Bill Anderson and myself DID attempt to resolve things with city council/staff BEFORE filing a lawsuit.  It fell on deaf ears.  Left no other option for any of us.   This matters.
