Shoppes of Little Falls, illegally produced/aired by Mark Slupe in violation of GRA TV policy and procedure.

Both of these Shoppes of Little Falls videos were filmed AND aired on GRA TV local public access channel 180 in Little Falls, Mn. numerous times, by Mark Slupe, the station manager.. The GRA TV policy and procedures specifically states no advertisements (which the Shoppes videos were) or fundraisers, are permitted to be aired on public access television. So why did he? Is it because he can't read/understand the policy or did he THINK he could get by with violating policy and nobody would notice? Or just because he could? Or did Jill Moore, manager of Great River Arts Association encourage/give him permission to?

So how is it that this ILLEGALLY PRODUCED VIDEO that was produced by GRA TV is still airing on the Shoppes Of Little Falls Facebook page? I think there is a clear issue of legality since it was produced in VIOLATION OF GRA POLICY AND PROCEDURE and says at the end of the video that it was produced by GRA TV.

Theresa Skorseth and I had to sign a user agreement contract on 12-14-17 or Mark said he would not be able to air our future programs he taped for us. So we signed the contracts. On that day I asked him, if everyone had to sign an agreement, or just us.   He said everybody that wanted shows aired on channel 180 would have to sign this same agreement.

I confronted Jill Moore on January 23, 2017, about their own policy and procedures being  violated by Mark because he was airing all 3 of the Shoppes of Little Falls videos he produced for them, and they were clearly advertising for private artist businesses.(each of the vendor artists at the Shoppes of Little Falls is required to have a valid Mn tax ID number.....proving their are valid, licensed businesses that have to report their sales.)

On March 8, 2017 after Mark showed me the other users contract documents that had been signed, I asked him where the Shoppes of Little Falls agreement was.  He said he threw it out because he was not airing their programs anymore and therefore did not need to keep it. Oh really?  My legal counsel may disagree.

When I asked him why he stopped airing the Shoppes videos, he said because I had questioned the violation of GRA policies and procedures, that disallowed advertisements from being broadcast.   He said  after meeting with  a group of other station managers, they discussed it, and said Mark should destroy the videos and never air them again since it was a "gray area.''

Then I asked him if I could film my artwork and have it broadcast on public access tv and he stated "No because you aren't a non profit organization."But the Shoppes of Little Falls is not and never has been a non profit organization, and even if it was, there is no clause in GRA policies and procedures that mentions any exception for non profits.

Mark aired the 3 Shoppes videos on Dec. 10,2016 until February 2, 2017. I have the proof.


He has blatantly discriminated against me and I believe violated MY right to free speech by doing so.

When I pointed out NUMEROUS times, on March 8, 2017, that there is NO EXCEPTION for non-profits in their policy and procedure, he rudely interrupted me over and over. Clinging to this fantasy that their policies and procedures, makes exceptions for non profits.  No it does not.

He even stated I should take it up with my attorney, at one point in the conversation. This is  LAWSUIT material, if ever there was.

This is another classic case of a set of rules, created by a select group of people including GRAA president Scott Wonderlich, Great River Arts manager Jill Moore, and board members including Ron Bieganek. I bet they expect the new station manager to follow the policy and procedure that they created.  Look at the documents below to see there is no penalty for the station manager for violating the policy but there sure is for the public who utilizes public access tv. Except they CAN fire him.  I wonder if Mark Slupe, will buckle under the pressure or resign, the same as his new buddy Jerry Abraham did? When I made it clear that Jerry he had clearly violated my free speech, he resigned within a few weeks.  Those who produce or broadcast videos on GRA TV, (like Theresa and I) have clear consequences for violating those same policies. See below.
