Little Falls Cable Board no quorum 1-23-17, and Great River TV VIOLATE their own policies and procedures, allows advertisements.


Don't miss the video below of the Cable Board meeting that could not take place  because there was no quorum. Why didn't the president of the board and 3 others show up ?  1-23-17 




 The current policies and procedures are clear...****.no fundraising or advertising can be aired.****


Today 1-23-17 I asked Jill Moore, the mgr of Great River Arts(GRA has public access contract with City of Little Falls), about the fact the current policies and procedures state that "programming which involve fundraising and advertisements will not be cablecast on available channels."  Her answer to this was "I don't know that it's not open to all businesses."  Then I point out again, that the policy is clear they can't cablecast advertisements or fundraising. I state it is troublesome that they are violating their own policy.  Then Jill says "Robin, thank you for your information and thank you for pointing that out and we'll make some amendments and some adjustments and add that to our list."  Then I say that's all well and good but they are in current violation of their own policy.  Then Jill says "well we'll make the adjustments in the meantime then."  

In other words, THEY CAN VIOLATE THEIR POLICIES, but the public can't without consequence.  






It is inappropriate, maybe ILLEGAL, to restrict audio and video recording in a public facility which public access tv studio is....according to their own darn policy. I was accused of (by Jill Moore and Mark Slupe) of  unauthorized filming during the public cable board meeting(or potential of a public cable board meeting).  

Yesterday I requested Jon Radermacher ask the city council to move the official City of Little Falls Cable Board meetings to their rightful place of City Hall, and not the public access studio because of this restriction.   Jon had no idea of this 
 All of these (below) and the Shoppes of Little Falls logo above,  have been aired a number of times and they are all clearly advertisements. There are 2 other Shoppes of Little Falls 15 minute programs(pictures from those not posted here). The pictures on Shoppes of Little Falls, and the other ads,are posted for public education to expose this violation.
 Some other guests on the 2 other 15 minute advertisements included Susie Prosapio representing The Purple Carrot, a health food co-op business and well know watercolor artist Kathy Braud. These are just a few of the local artists that were allowed to advertise their products on Great River Television, in clear violation of the policies and procedures of Great River Tv.





If these are not advertisements I don't know what is.
But not unlike Little Falls city council, (when THEY violate the very laws THEY pass, there is NO consequence. Everyone except them is expected to comply with their rules), sounds like Great River Arts board(Jill Moore mgr) resolution to this OBVIOUS/BLATANT violation of their own Great River Art tv policies and procedures, is to change the policy to allow what is now NOT ALLOWED.

There was a scheduled today 1-23-17city Cable Board mtg today but there was no quorum, so no mtg occured. (See picture below)
 The City of Little Falls, Mn is currently in VIOLATION of State Statute 238.115 for being unable to provide a telephone number for cable tv consumer complaints that is NOT associated with Charter/Spectrum. I called Jon Radermacher city administrator to ask for this phone number and quoted this statute requirement. This is his response by email on Jan 18, 2017...."This is the response from Charter regarding the consumer complaint number."  And then he includes a response from Charter which reads "In reply to your email. The phone numbers that we usually address customer concerns to are the following. If you resident that you mention is a Charter customer with a concern you can forward their contact information and/or account number and we can look to resolve their concern internally."  Customer care residential team 888-438-2427, Customer care commercial team 800-314-7195

An earlier email from Jon to a Charter /Spectrum tv agent read "I'm the City Administrator for Little Falls, Mn and I had a resident site(his spelling error) the following statute and request a consumer complaint number." Then he shares this statute...
He finishes the email by asking "Can you provide this number to me, or help me direct the resident to where it can be identified?" Then I responded with this....



And the city still has not provided this public file to me, even though I requested it at the video recorded Cable Board mtg on August 8, 2016....

On top of all that, the City of Little Falls does NOT have the REQUIRED BY LAW, franchise contract with Charter/Spectrum. The franchise expired May 15,2015. 

None of this is acceptable.
