Little Falls city council work session 6-5-17. Listen at 2.40 minutes into video, for Mike Roach's proposal to build a 40ft high 3 story apt. building by the dam and buy part of Veterans Park, from the city and part of the vacated lot that is between the southern half of Veterans Park(south side of highway 27) in order to build it. Listen to the embarrassing conversation and laughter at the end of Mike's request where Council President Jeremy Hanfler suggests the city has more parks to sell if he wants to buy some more land. I oppose this. City bends over backwards to change or subvert the zoning ordinances to please him and accommodate whatever he proposes.(at least since 2011)
Councilor Raquel Lundberg/owner of the only Bed+Breakfast and food service in a residential zone at present) makes her suggestions to change the zoning ordinance to benefit her business...a definite conflict of interest.
She is the only one at present who stand to benefit financially from this law change. Her suggestions bend her conditional use permit to operate as well. Listen beginning at 16 minutes in. What is important to remember is that a few years back when Dan Vogt was the city administrator(and former full time administrator for Brainerd who had a conflict of interest/ethics policy passed while he was their administrator), I asked this city council to pass an ethics/conflict of interest policy, which is recommended by the League of Minnesota Cities....they did not, of course. If ever there was a clear conflict of interest, it is Raquel Lundberg's suggestion to change parking laws in residential areas, to benefit HER business.
Listen at 14.20 to Greg Kimman's suggestions on zoning law changes and when they will introduced on July 3,2017 and be voted on at the July 17, 2017 council meeting. There are all kinds of problems with the proposed zoning changes. I have emailed all of the councilors, the mayor and the city administrator Jon Radermacher, as well as Ben Oleson and Greg Kimman with my concerns about deleting the parking lot screening between a business and a residence, as well as the addition of allowing helipad use language into the ordinance. This will be problematic going forward, I can assure you.

Below is the Little Falls city ordinance that conflicts with Minnesota state statute....so in other words it is ILLEGAL. Just another example of poorly written ordinances by past city attorneys/okayed by past city administrators and enacted by past city councils. There are very FEW city ordinances that have NOT been revised in the last six years. People should be asking if this city can do anything right the first time. Sure doesn't seem like it to me.

Notice the word "EXCEPTION" in this ordinance. It is ALWAYS those EXCEPTIONS that violate the U.S.CONSTITUTION(and in this case the Minnesota Constitution/state law as well). It is these EXCEPTIONS that CAUSE LAWSUITS.
So right now, as long as this UNCONSTITUTIONAL ordinance is in effect, if any individual applied for a "show license" and was DENIED....they could SUE THE CITY OF LITTLE FALLS, MN and win, because the city CANNOT LEGALLY GIVE EXCEPTIONS UNDER THEIR LAWS TO "SOME" and not "ALL"
Listen to the comments/discussion of the city attorney Toni Wetzel, Mayor Greg Zylka and councilors about the circus permit. This is the special council meeting 1pm on 6-5-17 specifically to authorize a permit for Garden Brothers Circus AFTER they were allowed to setup at the Little Falls Hockey Exchange Arena WITHOUT the necessary permits.
Call city hall to voice your concerns. 320-616-5500......it costs everyone TAX DOLLARS to fight lawsuits. How much more are you willing to let these incompetent clowns spend?
More Little Falls city council incompetence....plain vanilla simple. Shame on all of them, for being unaware of state law to do with circus permits....especially those involving dangerous wild animals. What a bunch of clowns.
The public had no way to know this permit was not granted until the last minute, because the application for the circus permit was not in the council packet that was on the city website....hence, the public could not make comment about this. There was a public comment time at the work session on 6-12-17 but the notice for this special council meeting was not published until AFTER the council packet 6-12-17 was published.
The Garden Brothers circus has a d minus rating from the Better Business Bureau.

CHIEF GREG SCHIRMERS approved this location during a council work session, right out front of the police station, where squadcars leave running red ALL THE TIME. Now he says it was not the best location. Duh. One block from the firestation. Talk about a stupid intersection to allow this test run.

What I want to know is WHY MCRecord did NOT publish ANYTHING this past weekend 5-21-17 about the fact that Little Falls city council wants NOTHING TO DO with the STIGMA of hosting a REDNECK Festival, after the official city taxpayer corporate welfare subsidized newspaper, printed a FRONT PAGE STORY just last weekend 5-14-17.....but nothing about council not interested in hosting it, now that they got more negative comments than ANY OTHER ISSUE TO DATE.(according to Mayor Greg Zylka). They even published a poll to find out how many supported a Redneck Festival. Were it not for my reporting, the public would be clueless....and not just with this issue. That's why it's so important for everyone to pressure city council to videorecord ALL WORK SESSIONS...where the dirty work is done.
Why WOULDN'T THE NEWSPAPER print a follow up? Who are they protecting from ridicule and WHY?

When your council was asked to create a Conflict of Interest and Ethics policy in 2013, they wanted no part of it.....and this is a prime example of why. No policy, nothing to violate. Makes them more immune to scrutiny or penalty. Dan Vogt(former Little Falls part time city administrator and lifelong full time Brainerd, Mn administrator, chose NOT to suggest Little Falls should create an Ethics/Conflict of Interest policy, like he did in Brainerd years ago. Zoning changes can be heard at 16 minutes into the video.....to NOT DELETE THE LANGUAGE THAT PROTECTS HOMEOWNERS FROM THE NOISE OF construction materials cannot be delivered from 9pm at night until 6 am in the morning if the unloading can be heard in a residential area. They got it right, after I let them know it was very "unkind" to do to any homeowner/taxpayers in this city. Thank you council and staff for this one. I appreciate it.

I am told there will be NO RECORDING OF ANY TYPE AT THE ST. CLOUD EVENT. Gee, I wonder why not? What are they hiding? Seems suspicious. Pretty obvious the organizers(which are likely Central Mn Teaparty and or Central Mn Teaparty Patriots) want to glean all the profit they can squeeze out.
Even though Little Falls is less than 7 miles downwind/downriver from Camp Ripley, our drinking water is not tested for military toxins. This is unacceptable and bizarre. Could it be because they are the LARGEST EMPLOYER in Morri$on County?
This TOPS THE CAKE for the most "UN-KIND" law change, the city has taken, to date. This is absurd, and will negatively affect countless residents, going forward. There is no excuse for this.
This means anyone can deliver construction supplies whenever they want. ALL HOURS OF THE NIGHT AND DAY, in residential or business districts. So when you get woke up at 3:30am(as I did during the St. Gabriels Hospital 2 million dollar expansion), you will have no recourse.
This any HUNDREDS of other zoning changes will likely be voted in by YOUR council 5-15-17. You can look at the 5-15-17 city council packet on the Little Falls city website.
I hope I am not the only one who has scoured this document.
They are even deleting the screening requirement, for if a commercial entity builds or expands a parking lot next to a residence. This is totally unacceptable. Talk about a slap in the face to the taxpayers/homeowners.

The public has a right to know she was sued back in January 2017. Margurite REFUSES to pay the MILLIONS back and our local shopper says NOTHING about this.
Why didn't the Record report there are connected cases?
I wonder who the other members of the credit union she was distributing the embezzled money too?
