The following are pictures of the data on who traveled from Little Falls Sister City group to Le Bourget France and Amytiville, New York on exchanges over the years since Sister City was created in 1987. 

 

The following are my tidbits that I read at a citizen appeal in 2013 to expose much about the various members including Mayor Cathy VanRisseghems daughter Gabrielle Meyer, and Melissa Peterson.  Read on.

Listen as the group tells that they have already aired two church programs, and the most recent Little Falls City Council meeting(Nov. 3,2014) WITHOUT HAVING THEIR POLICIES AND PROCEDURES PASSED BY THE GREAT RIVER TV BOARD, OR THE CITY COUNCIL. 

  Bet this violates the law.  

At the end you can hear Ron Bieganek and Jay Spillum(president of city cable board) wanted us to turn off my camera, and Jay actually says "turn it off".  Theresa asked the question why they were hesitant to talk with the camera running.   Why do Little Falls residents want to operate in the dark?   Theresa and I insist on complete transparency and inclusive governance.
 
Listen at approximately 19 minutes into the video where the president of the Little Falls Cable Board states that they have no public comment time.  In other words, they don't have to listen to the public about public tv.   Now what's wrong with this picture folks.  

Listen in the beginning when Ron Bieganek says that Camp Ripley has already been in touch and they could fill an entire day of programming.  

 Theresa and I have urged them to have an inclusive policies and procedures for the public to easily utilize the public access tv.  This makes sense, and we hope that they take our suggestions.  

COMING SOON.....the "news and views from the left show"(Theresa and Robin).   Count on it.  Our show will once again be "edgy"  and cover "controversial topics."  We intend to help adjust/sway/challenge, the community norms.  We feel it is our civic duty.

Notice the match for every 2,000.00 given in honor of Polly Mann, an exceptional peace activist and top notch Minnesotan.   Thanks Coleen Rowley for letting us know about this important event in honor of her 95th birthday.  Polly wrote a letter to the editor in the Star Tribune on Nov. 11, 2014 "The world could have seen the better side of the U.S. model."   It reads; "It would have been far better for James Robert O'Neill to have captured Osama bin laden than to have assassinated him("Bin Laden's killer leaves shadows," Nov. 7).  Bin Laden could then have been brought to trial, and the U.S. system of justice would have been on display for the world to see.  As it is, his assassination set the stage for President Obama to continue authorizing these illegal and immoral assassinations all over the world."  Polly Mann, Minneapolis

My lawsuit settlement agreement voted on by city council

It is important to note that I didn't receive anything from this lawsuit settlement, except enough money to rent my advertising bench on city hall property for one year.  A check for 750.00 was mailed to me from my attorney Larry Frost.  His lawsuit expenses ate up the entire leftover amount of $38,750.00.   This is fact, and I can prove.

NEED I SAY MORE?

17059 Riverwood Drive.....residence in violation of the sign ordinance.

These pictures were taken on Nov. 8, 2014 at 17059 Riverwood Drive, a brick corner house directly south of Grace Covenant Church on Riverwood.  Notice the large flag, which counts as one sign and two other stringer signs, one between the trees and over the driveway and another directly placed above their garage door.  They are over the sign ordinance allowable signage already.   Residences can have two flags or two signs, or one of each...and no more.  And then there are restrictions as to the size of the sign one can have besides the one flag.   Last Christmas, this residence was allowed overages the entire holiday season without being warned or ticketed.  Why?  

The sign ordinance is supposed to be enforced uniformly.  Why is it not?

This residence is in clear violation of the sign ordinance.  Notice the large flag(which counts as one sign) and the stringer of signage over the driveway and another sign hanging directly above their garage.   Residences can only have one flag and one sign, and the sign must be no larger than 8 sq feet.

NOW DON'T GET ME WRONG, I AM ALL FOR HOLIDAY DECORATIONS, SIGNS AND FLAGS BEING UNLIMITED, BUT SINCE WE HAVE A SIGN ORDINANCE THAT RESTRICTS ALL OF THOSE ITEMS, everyone must follow them....not just me.   Right?  MERRY CHRISTMAS AND HAPPY NEW YEAR EVERYONE.   Eventually, others in this city might come to the conclusion that the ultra-restrictive sign ordinance, is costly and should be deleted in its entirety.  The sooner the better.

Raquel Lundberg WALLER HOUSE BED AND BREAKFAST in violation of their conditional use permit?????

Listen to the public hearing that was held on Nov. 12, 2014 for the Waller House Bed and Breakfast conditional use permit.  That was a year ago.  Notice the photos below that show that they have not made any more required parking places.  They have to have parking for all 10 of their tea by appointment customers and a parking space for each of their rooms for rent.  So at a minimum they must have 13-15 parking spaces to legally accommodate the business their conditional use grants.  But they have not.   Remember, they also held an illegal event "business after hours for Chamber of Commerce" in March of 2013 and were told by letter from Ben Oleson that they  must refrain from holding any more events like it.  Waller House cond. use permit only allows them to have teas by appointment between the hours of 8 am and 4 pm.   The chamber event was held between 4:30pm and 6 pm.  Now why would they PURPOSELY AND KNOWINGLY VIOLATE THE LAW???  Because they knew they could???  Or do they too, feel above the law?

there are clearly nowhere close to the needed parking slots available here....and more importantly, NOTHING HAS CHANGED on their property since 2013.  I have photos to show the same areas in fall of 2013 until now.  These photos were taken on Nov. 3, 2014. 

On May 16, 2014 Ben Oleson sent a letter to the Lundbergs stating in part; "In regards to your required parking plan(the requirement to submit an off street parking plan be approved by staff), I understand that it had been discussed previously that you had one year to meet this condition under section 11.04.D.4 of the city code.  I would recommend that we meet prior to the public hearing to develop this plan so that it can be fully implemented this summer, and we can avoid any issues with that not being met prior to the one year deadling.

Now why on earth would any business knowingly violate their conditional use permit?

What a couple of clowns.  Will these goofs ever learn and follow their own procedures.  I won't hold my breath!!!!!!   This is one of the most belligerent group of residents on any committee.   Remember Frank is the mayors brother.   From left to right are Ray Schulte, Justin Bieganek(Taco Johns owner that refused food service to construction workers of the new Taco Bell next door and shouted profanities at them, police report on another blog about Justin), Councilor Frank Gosiak, Keith Silbernick, Councilor Jeremy Hanfler, and Kara Schilling.   Seated at the other desk is Greg Kimman and attending by Skype is zoning administrator Ben Oleson.  Notice how Frank bumbles so bad(or on purpose) almost skips over the public comment part.  

 

THIS ILLEGAL Riitters Thompson Olson OFF PREMISE BANNER WAS ON THE ROAD RIGHT OF WAY ON JULY 24, 2014 THE DAY I RETURNED FROM MY LAWSUIT SETTLEMENT CONFERENCE IN DULUTH.  WHY DID THEY KNOWINGLY BREAK THE LAW?  

Pay attention in the film when it is stated that the city attorney and League of Minnesota cities attorney say the law is "unclear" and is a "gray area."  Those are key words for potential lawsuit.  Notice when Greg Kimman states that the "cleanest way" do accommodate Riitters Thompson Olson is to allow them a setback variance of 0 feet.  In other words, they can have their sign right on the lot line instead of what the ordinance regulation states of 10 foot setback.   So if the council goes along with this EXCEPTION, they are going to have to accommodate other EXCEPTIONS(INCLUDING ONE FOR MY SIGNS) or be in big trouble.  Height restrictions in a residential zone is only 4 feet.  I have shrubbery that disallows viewing of my signs, and so it would be perfectly legitimate for me to request a variance to allow MY SIGNS RIGHT ON THE LOT LINE.   Right?    The planning commission voted unanimously to allow the setback variance so it will be on the council agenda for approval on Nov. 17, 2014 council meeting.  They tabled the off premise sign request, and are going to research with an attorney if they can allow this exception.   Who pays for that attorney research.  You and I do.   You and I are already being billed for the work that the city attorney and the League of Minnesota city attorney did on this.  They don't work for free.   Riitters Thompson Olson will not be required to cover the attorney fees.  It is billed to the taxpayers.

The parking lot at city hall was NOT EVEN PLOWED, INCLUDING BOTH OF THE HANDICAPPED PARKING SPOTS.   I have a hard time understanding why they were so negligent with this.   The city plows did not even plow either side of the street out front of city hall so that cars could not even be parked legally out front.   It's like they are begging for another lawsuit.  If anyone had fallen trying to get into the city hall, they would be found inept and negligent.   It is their responsibility to cancel the public hearing or plow properly so the public can attend.

BOTH OF THESE SIGNS FIT THE LEGAL DEFINITION OF AN OFF PREMISE SIGN, BUT NOT ACCORDING TO  CITY ATTORNEY TONI WETZEL.   SEE ABOVE LEGAL DEFINITION OF ON AND OFF PREMISE SIGNS.  BOTH OF THESE SIGNS AND THE ONE THAT HAS BEEN REMOVED IN FRONT OF COBORNS SUPERSTORE, WERE REPORTED TO BEN OLESON BACK ON JULY 10, 2014.   THEY ARE STILL LOCATED IN AN AREA THAT IS NOT OWNED BY BOYS AND GIRLS CLUB OR THE ZION LUTHERAN CHURCH.   I WONDER WHERE TONI WETZEL ATTENDS CHURCH?  It is an outrage that certain people get to have exceptions made for their signs, and others not so much.   IT IS CALLED ILLEGAL AND DESCRIMINATION.  WHEN WILL THIS CITY WAKE UP?  AFTER THE NEXT LAWSUIT?  

 

 

 

 

This is the sign that was removed from in front of Coborns superstore, possibly because I put this on my blog and corporate headquarters told Greg Zylka to get this off premise sign off their property.

 

 

 

This was another illegal sign.  The fairgrounds is not located in front of Tractor Supply and this park was parked on a property, not on the street and so was in violation.  This was reported to Ben Oleson, but he allowed it up until after the event was over at the end of the week.  How convenient.  If you are a resident of Little Falls and you are not complaining to your representatives about all of this stuff, don't be disgruntled when this city gets sued again.   It's just a matter of time.  It is clear, the officials in control do not have a clue how to operate legally or frankly just don't care to do so.  This is what got them in trouble in the first place.

Bob Brastad, husband of Jeanne Copa Brastad ...bet he gets picked to fill Greg Zylkas spot

I just want to make the prediction so it's on record that it is my belief that Bob Brastad, husband of Jeanne Copa Brastad will be appointed Greg Zylkas vacated seat after Jan. 1st, 2015.  If you remember, Jeanne Copa Brastad denied having made negative comments on the MCRecord commentary thread....but indeed she did.   She not only made a comment, it was on the  commentary THREAD THAT LED UP TO the Darwin J. Allord TERRORISTIC THREAT.  There is a post on this blog titled "Hey Jeanne Copa Brastad" about the Darwin J. Allord threat....might wanna check it out.

TOM WEST SEEMS TO POINT HIS FINGER AT ONLY ME, WHEN HE SHOULD BE POINTING THE FINGER OF THE REAL culprits.   Shouldn't he?  Who is at fault for creating an UNCONSTITUTIONAL SIGN AND BENCH ORDINANCE, IS WHOEVER WAS THE CITY ATTORNEY IN 1974, AND ALL THE OTHER ATTORNEYS SINCE THEN.  IT IS THEIR RESPONSIBILITY TO MAKE SURE THAT THEY ARE ADVISING THE COUNCIL AND MAYOR ON THE LAWS, INCLUDING THE STATE AND FEDERAL CONSTITUTION.  Right????     The blood is on all their hands and that's who Tom West should be pointing his oversized bigoted finger at.  Another thing,  why hasn't Tom West demonized local attorney Brook Mallak for suing this city for the police performing illegal data lookups???¿¿¿¿  

Why hasn't the Morrison County Record demonized Mary Doucette, (the former assistant jail administrator for Morrison County sheriffs department for approximately 20 years) for suing the county for age and sex discrimation???¿¿¿  In reading the memorandum opinion Michael Monnier ( a correctional officer) was promoted to lieutenant, even though Doucette applied for the position.  [ I wonder if Michael Monnier is Rhonda Monniers husband.  Rhonda is one of the Little Falls Police departments civilian dispatchers with ZERO CUSTOMER RELATIONS skills, and a crabby faced attitude]  County Administrator Deb Gruber seems to have overstepped her professional boundaries(if not flat out violated the law) by continuing the inquiry into Doucettes medical records at Doucettes clinic without Sheriff Wetzels or Lieutenant Monniers direction.

  Here is one interesting paragraph from the memorandum:  

To establish a discriminatory motive, Doucette alleges Wetzel and Monnier fostered an "old boys" club, which favored male employees. For example, Wetzel held weekly administrative meetings for the sheriffs department , which Monnier attended for the jail division of the department, and three administrators attended for other department functions.  In addition, Monnier held "team leader" meetings in the jail side of the department. Doucette argues her exclusion from both of these meetings was discriminatory and undermined her authority. She further argues some male employees socialized with Monnier in his office, further cementing their favorable treatment. The effect of the "old boys" club, Doucette argues, is demonstrated by Wetzels choice to promote Monnier instead of her, and that another female employee, Anne Roach, was similarily passed over for promotions.  

It is no surprise that since the case was remanded by U.S. District Judge Ann D. Montgomery back to Morrison County Court that part of Doucettes case was denied by the local judge.

Why did Mayor elect Greg Zylka go along with this "move citizen appeal"?

People should be questioning their council members, including the new mayor Greg Zylka, as to why they voted to move the Citizen Appeal to off camera.  The only one who voted against this clown like nonsense, was Alderman Brian Paul Klein Crowder.  Why is that?   I hope to get a legitimate answer from Greg into the future, as to why he went along with this.   What is the city so afraid of?  My speech?  Why?   All good questions every resident and voter should be asking. 

Sister City sham....they never did answer questions about accommodating my disability so I could travel to France.

Listen for yourself as Sharon Ballou says that Jerry Lochner came to their last meeting and explained that they were out of compliance and how to get around the law would be to rezone to B3 instead of the R3 zoning they had.  Shame on Sharon Ballou, Superintendent Stephen Jones, Brad Laager, Cathy Adamek, and Mike Lemieur and all other members present for going along with this obvious SPOT ZONING TO ACCOMMODATE THE SIGN ORDINANCE AND SKIRT THEIR VIOLATION OF THE ORDINANCE.   What a sham.   Bunch of clowns. This meeting was on May 18, 2013 BEFORE MY LAWSUIT WAS SETTLED.

LAWLESS COUNCIL PROOF

If ever there was proof that the Little Falls City Council feels it is above the law and does not follow any rules(even though they have them) this is it.  Listen to my 3 minute public forum where I read from the deposition of Don Klinker.   You will be shocked when you hear his answers that were asked by my attorney Larry Frost.  He is the biggest clown amongst them.

MUTANT DRAGONFLIES AT CAMP RIPLEY???

Judge for yourself what is really going on here.   This is a 3 minute video....well worth the listen.   Mayor Cathy VanRisseghems daughter is married to Marty Skoglunds son.  Marty is the former head of the environmental dept. at Camp Ripley.   Martys son just got transferred to Camp Ripley and they will soon be moving back to this area from Colorado.  I see why Cathy sings praises for her beloved Camp.  Hundreds of Little Falls residents receive all or part of their bread and butter from the war machine(Camp Ripley).

Is Mayor Cathy VanRisseghem telling the truth here????????? Taxpayers want to know.

Listen as Little Falls Mayor Cathy VanRisseghem says that the city has budgeted money for the wastewater plant upgrades.  I bet this is not true.  Will find the facts and get back to you.   Did she really not know the answers to the Sister City questions Alderman Brian Crowder asked or did she just not want to answer.  You decide.  It is hard to comprehend that she didn't know. 

The COBORNS CONNECTION ***natural consequences ...DID YOU KNOW????

The voters have chosen.

 It takes only 4 votes to block anything, because there are 8 votes on council. It is a fact that when any councilors 4 vote no, its dead in its tracks.  Since 4 people on the council(after newly elected Alderman Brad Hircock is sworn in on Jan. 1, 2015) derive all or part of their bread and butter from Coborns Corporation, this could really stifle potential new grocery businesses from locating here.

 Present Councilor Loren Boyum, is a CURRENT employee of the Ace Hardware store, owned by Coborn's Corp.   Newly elected Mayor Greg Zylka and newly elected Alderman Brad Hircock, are both full time employees.  Present Councilor Jeremy Hanflers wife is a full time employee of Coborns.

Then there is the question as to who will replace Greg, and what are his/her connections to the opportunity hoarders group, the local non-profits, or civic groups.  As I understand it, the council chooses a replacement for any vacated seat, (even the mayors position).  Anyone who lives in Ward 2 could be considered to fill Gregs old position as councilor.  The list could include newly voted out Don Klinker, Urban Otremba, newly voted out mayor Cathy VanRisseghem, or Theresa Skorseth.

I have my suspicions as to who Gregs replacement will be, but will state that later.  I also have my suspicions who will be the next council president.  Time will tell.   Stay tuned for more on this soon.

I sincerely hope that any potential new grocery store wanting to conduct business here, is NOT going to experience opposition, just as the Walmart Corporation faced years ago. 

I really like the fact that they start their employees with a really good wage, allow their cashiers to be seated(helps save on injuries), and their prices beat out all other competitors by 15-25 % overall.

Congratulations Greg Zylka

I congratulated our new Mayor elect, Greg Zylka for his win.  We had a nice conversation. 

My hope is that Greg will be a mayor with real vision for an inclusive, diverse community.  One that welcomes everyone, not just those who fit the long-standing "closed ethos" community norm.

I will continue my pursuit of world peace, inclusivity, tolerance, and revising community norms. I will continue to study the laws of this city, and insist on uniform enforcement. 

Mayor VanRisseghem tells another WHOPPER.

Listen as she tells the council last night that she wants to hire a full time administrator, and says she has always wanted to hire a full timer not a parttimer.  News to me.  She and Urban Otremba cooked up the  idea to hire one of two part time retired city administrators and not a full timer.  During her KTLF radio interview she said she wanted to hire a fulltimer, but my videos from the past meetings will prove different.  Now listen to the meeting below, when Urban Otremba was the president of the council.  She says she favors hiring a part-timer at 9 minutes 50 seconds into video.  This is only one of the meetings where she says she want a part time administrator.  She directly contradicts herself....in other words....she tells another big whopper.

ATTENTION TAXPAYERS OF LITTLE FALLS. YOUR COUNCIL IS CONSIDERING FOOLISH SPENDING AGAIN.

All they have to do is sit behind the dais where there are microphones already wired into their sound system, and yet they are actually foolishly considering spending more of YOUR TAXPAYER FUNDS TO buy headphones they don't need.   Talk about stupid.

Proof I warned the Little Falls City Council in May of 2013 about this misuse of public funds.   There is no public purpose and therefore was an illegal expenditure of public funds.

I wonder what Bev will have to say about this.   I bet she didn't take any signs off any property that was not her own.   Bev is a decent law-abiding citizen, and an admirable individual.  Cathy could have made a huge blunder with this move.

WATCH AS councilor Jeremy Hanfler puts his pop can right in front of my video camera, in violation of the Minnesota Data Practice Act right to film public meetings.  Councilor Loren Boyum, who is supposed to represent me in Ward 1, orders me to move my camera off the dais in front of him, because he doesn't want it there.(there is no policy on where cameras are to be placed) 

AT LAST NIGHTS MEETING ON NOV. 3, 2014 AT THE END OF THE COUNCIL SESSION, councilor Loren Boyum talks about attending a League of Minnesota Cities forum and learning about INCIVILITY.       He doesn't even seem to know the definition of the  word, let alone exercise it.

This is the abrupt meeting of June 3, 2013 where the council was so intolerant the mayor shut down the meeting within 3 minutes of it beginning.  7 members of the audience were cordially invited by Little Falls City Council President Don Klinker to sit in the work session area.  When I attempted to sit in the same area at the very next meeting on June 7, 2013 I was illegally arrested for exercising my right to free speech.  Take a look at Jeremy Hanfler laughing in front of the dais, where other councilors and the mayor are having a hard time handling my colorful signs and attire.

With permission I am putting my recordings of the KTLF radio broadcast of the mayoral forum that was held on 10-30-14.  I had to re-record my audio recordings onto a video recording, as I can't upload audio recordings onto my blog.  I added the statement of Mayor Cathy VanRisseghem denying her comment that the community was "poor in spirit, poor in thought, and poor in action" just so you wouldn't miss it.
