I am pretty confident dress, including masks, hats or similar, are constitutionally protected. Will Duluth chose to implement clearly unconstitutional Rules of Conduct, as Little Falls has? Time will tell. I find it interesting that the state legislature has NOT written a statute to replace the one, my case demolished. Don't you?
