Jeff Tschida, owner of the West Side Bar told me in a phone conversation that he was the person who got the petition started and got all the bar owners and downtown business owners to sign it, asking the city to allow their sign overages and banners that were illegal, because they would go out of business if the city didn't allow the extra signage. Jerry Lochner DID TELL ME that the bar owners and downtown businesses asked for their signs that were over the allowable amount to be allowed up, so they didn't go out of business. Jeffs conversation confirmed that. Neither Jeff or I would have reason to lie about this. Lochner was covering for them when he stated later that he had no awareness of such a petition or letter. Why did he tell me that then?

According to Ben Oleson zoning administrator, it is illegal to have two flags and lettering on a rock. OH OH. It is not like these folks don't know that they are out of compliance. Why do you suppose they covered the lettering on the rock and took the flags down and then put them all back up? Defiance? Do they figure they are above the law?
1-22-13 But she doesn't seem to understand that the data requests are being made, to ensure the council and citys' obedience of their own laws. It is a public right to request data on government. Especially since the city council admitted they don't oversee staff duties, it is essential that someone is checking on them. I have never made a frivolous data request and I don't believe others have either. The council and mayor object, because they want to operate in the dark, without the publics knowledge of what's really going on and what they are really up to.
The League of Minnesota Cities model statement of values says councilors should think about their decisions in relation to state, federal and even international law.
1-22-13 Your city council refuses to see that because our state and federal government OVERSPENDS on the military industrial war machine, the city has less and less much needed resources to fix our roads and bridges. This is exactly why the city of Duluth, Minneapolis, and St. Paul signed the MN ASAP military spending reduction resolution. They were SMART ENOUGH TO KNOW THAT WE CAN'T KEEP SPENDING on eternal war, and have enough to properly operate our cities, counties, and state governments. Why can't our city council think that straight?
Listen as Jerry Lochner explains why he violated the city donation policy. 1-22-13 He says they(meaning himself) made an EXCEPTION TO THEIR RULES, and personally approved the placement of the Loremeier granite bench at the West Side Recreation park, WITHOUT CITY COUNCIL APPROVAL BEFORE THE PLACEMENT, AND SKIRTING THE DONATION POLICY COMPLETELY. This is where Greg Kimman learned the antics of operating below the board from. He witnessed this type of behavior, as he attended meetings in excess of 3 years, learning the ropes. Jerry Lochner taught Greg Kimman that he too, would be able to skirt the city laws, just by acting on whatever he felt appropriate. This is why the Lindbergh Lions Christmas display and signs were allowed, illegally by city staff. Because they(or he, Greg Kimman) knew he could get by with it. That even though the policy was violated, that the council would "go along to get along" and approve it, after the fact. This city council continues to operate in a "lawless fashion" and city employees need far more supervision and oversight. If they violate city policy, there should be a consequence of some sort, or they will continue in their "below the board" dealings.
Look at 4:30 minutes of the above film. Councilman Loren Boyum rudely gets up and walks out while I am speaking and meeting was not adjourned yet. Could they all be any ruder? And Cathy VanRisseghem was not telling the truth about constituents calling them. I called numerous times to LeeAnnDoucette and left messages for her to return my calls. She never did. The only time she picked up the phone she hung the phone up before I could finish my request. Loren Boyum also was rude to me on the phone more than once.
They are great at ignoring whatever they don't wish to educate themselves on. Notice Cathy VanRisseghem says she knows nothing about the federal budget and nothing about the military and doesn't care to spend the time to educate herself in either. What a joke and embarrassment to this city. According to the League of Minnesota cities Model Statement of values says: "I promote intelligent, proactive, and thoughtful innovation in order to advance the City's policy agenda and provide City services while considering the broader regional, state-wide national and international implications of the City's decisions and issues." Oh to have elected officials that would actually live up to this standard.
After 5 months have passed since I requested the financial data on local Economic Development Assocation handouts since the year 2000 to 2014, Lori Kasella(finance officer for Little Falls) has finally decided to cough up the information. I wonder how many THOUSANDS OF TAX DOLLARS have been lost on failed local businesses? Next week I wil be sharing what I discover.
Councilor Loren Boyum lied and said that only 2 councilors had been at the Senior Center Candidate Forum that had not been published with the public meetings(which means they violated the open meeting law). Why did he lie? I have the proof, as I was there and recording. There were 5 councilors present for the entire meeting, which is a quorum and constitutes an open meeting violation, no matter what was said between them.

I missed last nights council meeting due to illness but I was informed that Jeremy Hanfler was elected president and Frank Gosiak (the former mayors brother) was nominated Vice President at the first council meeting of 2015. It will be interesting to see how much trouble they get into during meetings, since it is expected they be fair. Their knowledge of the Constitution will be tested and let's hope they both study the council rules...policy #69 and 2.42. They better bone up on Roberts Rules because Alderman Crowder won't be helping them to follow protocol anymore. Jeremy admitted under oath during depositions for my lawsuit that he hadn't read the rules. Wonder why he hadn't? It shouldn't be legal for councillors to sit on the planning commission. That's way to much influence and power. Frank is the president of planning commission and Jeremy is also a member. Well, at least the city attorney will be present at all work sessions and council meetings going forward. They will need her help.
My attorney told me my appeal is docketed with the Minnesota Court of Appeals on my disorderly conduct charge. 1-5-15 I am looking forward to having the decision overturned.
