Morrison County Sheriffs Office POLICIES AND PROCEDURES. 6-22-16

Getting this data request to inspect this document took over 8 months (data request made in October 2015) and a lot of hassle that I shouldn't have had to go through to get this VERY PUBLIC DOCUMENT. The residents of Morrison County have a RIGHT TO KNOW what policies it's sheriffs officers and personnel operate under. Now you know. This will hopefully help others to be able to know their rights and how officers and staff are expected to operate. It is embarrassing that the Morrison County Sheriffs responsible authority, Mary Swenson did not realize that data requests for any documents MUST be provided, EVEN if they are in a draft form, or under revision. That was her excuse for not providing it sooner. An email from her stated that the policies and procedures, were being revised and I could get them when they were finished revising them. That email came in January 2016. By May I had not been provided this document, so I called the IPAD office to know how I could get it. Then after asking the sheriffs office to provided me the statute that allowed them to deny me this document, and AFTER I asked Deb Gruber(the responsible authority for data requests for Morrison County government center agencies) to look into the matter also,after talking to IPAD. What is it that they are so afraid of? Why would they hesitate sharing this? I don't understand. I was married to a law enforcement officer in another county(sheriffs dept) and I can tell you from experience....this is NOT HOW A GOOD SHERIFFS DEPARTMENT OPERATES.

SHAME ON MARY SWENSON AND ANYONE ELSE WHO MAY HAVE TOLD HER MISINFORMATION ABOUT THEIR RESPONSIBILITY TO PROVIDE THIS INFORMATION IN A TIMELY MANNER.

This is totally UNACCEPTABLE and a travesty to EVERY SINGLE CHILD STUCK in Minnesota's Foster Care System. I knew that the Northstar program would be a disaster in lowering foster care stipend, so the state could level the playing field and make adoption subsidy for difficult to place children" equal to that of foster care stipends for the same child. In other words, why on earth would a system designed to get kids stuck in the system without a forever home, not be funded at the same amount that foster parents receive. It doesn't make sense. The money has been lob-sided for decades.There have been numerous studies to show that kids always do much better in a forever home-permanent placement....rather than a foster care home, until they age out of the system. Minnesota's legislators FAILED grievously, by not funding this program properly. Shame on all Minnesotans for ALLOWING THIS. ***** vote the BUMS OUT ****

JUST WAIT TIL THE LAWSUITS START ROLLING IN. Any child that did not get adopted, because the state has not properly funded the program designed to promote that, has a really good case against the state. The attorney could argue that his client was discriminated against, and did not get adopted, because of an inadequately funded system. And they will likely WIN. Where are the probono attorneys willing to adopt these kids? In my opinion, ALL CHILDREN have 2 birthrights....a "forever home", and breast milk for at least the first year of life....2 years would be better.

This boat and trailer jas been parked for more than 24 hours, without being moved(as required by local ordinance). Pictures taken at 3:25pm on 6-19-16. It was parked there and left yesterday 6-18-16, I noticed it at 9am, when I went to move my Subaru signmobile. I wonder how long it will take and HOW/IF the violation will be enforced by Little Falls Police Department?

The other bald officer is Craig Seelen. So why didn't this officer treat the owner of this boat/trailer, the same way, they did me? Answer: because laws are selectively enforced in Little Falls, instead of uniformly. That's why.

Gary, sons Jason and Ryan as well as their mother Wanda(McDuffee)Kretzman, own and operate the Main Gate Bar+ Grille. I believe it i$ their CA$H COW. For several years now, on a fairly regular basis they erect ILLEGAL road right of way banners. Even though Rich Munsch (MnDot) has given them NUMEROUS warnings and even confiscated some of these banners, for their BELLIGERENT REFUSAL to remove them, when told to do so by MnDot officials. The pictures below were taken 6-18-16 by me and I filed a formal complaint to Rich Munsch at MnDot to have them removed. This continuous lawbreaking is costing state taxpayers PLENTY. This is the same family that continues to operate Clearwater Kennels under AJs Angels permit(Angie/Angeline McDuffee). Previously Wanda Kretzman held the operation permit. Put Clearwater Kennels in the search box on this blog to read about her settlement for allegedly violating the Animal Welfare Act for more than 5 years. She agreed to pay an almost 27K fine, for her alleged willfull violations of that act. Shame on all of them. They are a disgrace to this community.

Any signs or banners between the electric pole and the road are ILLEGAL and not allowed in the road right of way, as they are a traffic safey hazard.

This letter dated 6-19-16 explains it all. 15 of these flyers were attached to my Subaru Signmobile, or littered around it, on First Street Southeast, following the city sponsored Dam Festival parade 6-18-16. As some of you may know, I run hidden surveillance cameras on the perimeter of my property, and my vehicles parked on the street. Oh oh. Bet Riverside pastor/followers/litterers were not aware of that.

For those of you who don't condone violating the law and littering of our city streets, you may wish to contact the pastor Brian Casey of Riverside Bible Church at 320-414-0323 to let him know you don't appreciate this outlandish, illegal stunt. I wonder how they can afford to waste this many flyers on an ordained minister/and follower of Christ? They must be swimming in money to waste ANY of their flyers. Maybe they are one of those "Prosperity Churches" that preach wealth is God ordained? It'$ almost laughable, that No.1 of the list of requirements for a ticket to heaven says "Obey God's laws and commandments." I guess the city/state/federal laws prohibiting littering, don't count. This appears blatantly hypocritical. Don't you think?

Even more hypocrisy "The Church that Cares." But not about our nations laws.

Little Falls City Council/staff sly devils. Change law to suit their purpose.

Bruce Smith and Bill Andersons lawsuit against the city of Little Falls and Roach Developers, LLC....has NOT even been settled yet, but by the time they've had their day in court, this newly passed ordinance will be in place and enforcable. No coincidence here. The city has changed the law/ordinance specifically to allow the Roach rental units in question(the 4-plexes and community room building that Roaches own)development off DeRosier Drive. Now that the city staff/attorney/administrator/zoning administrator/planning commission (led by Councilor Frank Gosiak, with Council president Jeremy Hanfler and a few cohorts by his side) have devised a clever way to conveniently SKIRT the very laws they are supposed to uphold. The Roach development that was illegal before this ordinance change, will now pass with flying colors. I could be all wrong, but I believe this is what'$ really going on.

City paid THOUSANDS of taxpayer $$$ just a couple years back, to have an professional ordinance audit, (when Dan Vogt was the part time city administrator), to weed out bad/poorly written ordinances. But evidently the changes weren't enough to satisfy the group in charge.

Same type law changes were made during my lawsuit against the city for violating my right to free speech. Their own illegally erected/paid for and maintatined for more than 10 years "We Support Our Troops" banner, was rehung legally, after they changed the business zoning district title it had hung in for all thosr years, from an historic preservation district, to a B-2, where any type of banners, signs could now be legally erected.

See how this works?

Most recently a brewery law was changed to accommodate the request of 2 local men to operate a brewery that can produce a way larger amount of beer than a brewpub.

Not that long ago, major ordinance changes were made to accommodate an illegal restaurant/hotel that had been operating without ANY city permit to do so, for decades. It now operates legally, because the council/staff/planning commission/zoning administrator/city attorney, all worked diligently to write a "Bed and Breakfast" ordinance to allow this business to continue without a hiccup.

If they like you, or your
business proposal, they will jump through hoops for you, like the "circus clowns" they are.

Another year, different issues, but life goes on "under the big tent"....not much different than years before.

I have an inkling why this is. The price tag for consequences/violationshas not been high enough yet.

That may change.

All they really have to do is be honest. Treat everyone fairly. Operate "above the board." How hard can that be?

Come November, VOTE THE BUMS OUT.

Little Falls City Council VIOLATES their own policy AGAIN !!!

To get the big picture listen to ENTIRE 20 minute video...what is going on here cannot be legal. The street project they are referring to has been bonded and likely cannot be modified in any way since public funds have been alloted for this project, as it stands.

Is this malfeasance??? Misfeasance or just plain stupidity? The public really should be catching on, that staff/council rarely gets it right the first time, even with the help of an attorney.

They THOUGHT they could get by with this. The same rules apply to everyone. Or do they?

Obviously not. I wonder if the official city newspaper will accurately portray what happened at this precedent setting meeting.

Now you would think that just months before my case is heard by the Minnesota Supreme Court, that they would be careful to follow their own policies.

But not this ROGUE council. They are completely LAWLESS. Like I have said since this new group was elected in 2014.....only the FACES have changed. Their actions demonstating they believe they are "above the law," haven't changed one bit. This is pathetic leadership. Shameful. The PROOF is in this video.

In November, vote the BUMS out. In 2018, total regime change is necessary if you ever want a law abiding city/council/staff. The choice is yours. Frank Gosiak(former mayor Cathy VanRisseghems brother) 5Ward 3 west side, Gerry Knafla ward 2 north side, and Loren Boyum ward 1 south side ,terms expire this fall and will need your vote if they expect to stay in power.

Escalating costs to taxpayers for my appeal to the Supreme Court.

Even though Paul Reuvers(League of MN Cities) has stated in the Morrison County Record that Little Falls was not involved or paying any more of the cost for my disorderly conduct conviction and my case advancing to the Minnesota Supreme Court, here is PROOF, the local taxpayers are still paying.
