Morrison County Sheriff Department blunder

Last October 2015, I made a data request for the MCSO deparments Policies and Procedures Manual....a public document. I was given a song and dance, lame excuse, by their Data Compliance officer Mary Swenson, that I couldn't get it until after their revisions were made. Before 2015 ended, I emailed her again, to ask when I could get expect to be given it. She stated likely January 2016 or thereabouts but she wasn't sure.

I know they have a DUTY to provide public documents in a reasonable timeframe. I also know they cannot WITHHOLD a public document that is the guideline for public law officers (and other sheriff deparment emplpyees)conduct and all the procedures they are required to fulfill.

They HAVE to provide the current(whether it's up to date or not) policies and procedures guide that ALL county sheriffs departments employees are mandated to follow...including Mary Swenson.

I have waited now for more than 6 months, hoping they would comply with the Minnesota Data Practices Act. They have failed to do that, hence my public exposure of that failing. I wonder how long it will be, before I receive an email from Mary Swenson, stating the manual is now available?

my free speech bench removed, the clowns consider the content AGAIN......no different than they did in 2012, when they unconstitutionally denied my request to place the bench on city hall property.  They don't and never will like the content of my speech.  It violates time, place and manner, when considering sign placement.  If any government official or elected person bases their decision on the content, that violates the US Constitution.   What a bunch of clowns. Listen as Mayor Greg Zylka, Frank Gosiak, Jerry Knafla discuss the content/message on the bench and how that CONTENT could reflect on the city.

Live Better, Live Longer with connections to Catholic Health Iniatives, means NOTHING to me. It wouldn't for you, either if YOU were the one being poisoned in your own home for over 20 years now.

Helicopter fuel is kerosene based and is EXTREMELY TOXIC.  I and everyone in ny home has had to endure air pollution that makes us all sick for 9 months out of the year. I have my windows wide open all spring, summer and fall and the poisins get trapped inside. I have complained about this ordinance violation for more than 5 years to city staff. The nuisance law only applies to "some," not all. More selective law enforcement. I even contacted Congressman Rick Nolan.  No solution has ever been found to solve this ongoing health risk.  Unacceptable and maddening. The hospital SHOULD have spent the extra money and put it on the roof of the new hospital addition in 2006.

Highlights of city council mtg. 4-18-16 and opportunity hoarding in Little Falls, Mn.

I wonder if Jeff Waldvogel will be allowed to keep the bench on city hall property right of way, since ALL of  the past council(except Alderman Brian Crowder....the only one with common sense) and some of the current ones(Greg Zylka, Frank Gosiak, Loren Boyum, and Jeremy Hanfler) voted AGAINST MY REQUEST to place an advertising bench on city hall right of way in one of 2 places(ruled unconstitutional by Judge Kyle in  my lawsuit against city).   Since many of them stated their concern about the message on the advertising bench appearing that the city backed the message, and their bogus concerns about site line issues for traffic safety, how will they allow another person to advertise,  without clearly demonstrating their continuing hypocrisy/bias against me?  Answer: they can't.  I got this bench placement as part of my settlement agreement.  The 4 mentioned earlier,  and all other former council members(except former Alderman Brian Crowder) CLEARLY VIOLATED MY RIGHT TO FREE SPEECH (voting AGAINST THE U.S. CONSTITUTION).  Remember this at election time.

Look below at the last item in the minutes of the Economic Development Association headed by Mayor Greg Zylka.......they want to give even more of your tax dollars away in welfare business aid, at cheap interest to the business owners for improving the INTERIORS OF THEIR BUILDINGS, LIKE THEY HAVE DONE WITH EXTERIORS FOR DECADES.  

WHY SHOULD ANY BUSINESS OWNERS GET TAXPAYER FUNDED WELFARE HANDOUTS?   IF THEY CAN'T MAKE IT WITHOUT WELFARE, THEY SHOULD QUIT OPERATING A BUSINESS.....OR NOT EVEN START. 

I AM OPPOSED TO THIS PROGRAM. 

AND YOU CAN BET ANOTHER THING......they won't tell the entire group of business owners either, just their chosen friends.....until the money runs out, and then they might inform ALL the business owners.

Oh lookie....Earl Lemieur and Wiczeks Floors are getting a special privilege.  Since when does the city get to waiver the subdivision costs and survey for "certain people they like"??????  Unless everyone gets a waiver and free surveys, nobody should.  This will surely lead to another lawsuit. Just a matter of time.  Who amongst the taxpayers will stand for this bologna?




And look.....a religious non profit is asking the city for a handout of $5,000.00 of your tax dollars.  Will ALL RELIGIOUS AND NON RELIGIOUS ORGANIZATIONS be given 5K if they ask?  Especially the Muslim non profit CAIR?  City is considering setting another dangerous precedent for future lawsuit.

Notice how Wendy Zylka(Mayor Greg Zylkas wife who works in the front office at city hall and writes the minutes) leaves out Coborn's Superstore name in my public forum(because her hubby Mayor Greg Zylka manages that store) and she doesn't mention the council members by name either(Loren Boyum and Greg Zylka).....AND SHE GETS THE GUARD SUICIDE stats WRONG too.  She can't even listen to the audio  and take correct notes.   What I stated was that Minnesota National Guard has the second highest suicide rate in the UNITED STATES.   Mayor Zylka, maybe you should supervise the staff better.  If your wife were an employee at any Coborns store,  in any department, she would have been written up many times, and maybe even fired for performance issues.  Unless of course, you were her supervisor(or one of your cronies).




I wonder who made this request and WHY?????     Somebody suspicions somethings wrong at the zoo or how it is handled by the city.  My suspect.
