Tomorrow, June 30th, I will be updating the DERELICTION OF DUTY post to show how unfairly and inconsistently Little Falls Police Department, zoning administrator Ben Oleson, and city staff/council/atty Toni Wetzel have been enforcing the sign ordinance, OPPOSITE of how it is supposed to be enforced. The sign ordinance is a LAW. Laws are ALL supposed to be enforced uniformly(fairly and consistency). I have VOLUMES of pictures and reports to show the citys bias, and unfair, ILLEGAL enforcement. Is the city INVITING another lawsuit. Sure seems like it. Stay tuned.
Here's a teaser....this photo below was taken at 8:21am this morning Monday 6-29-15. These are the same 2 signs that Officer Jeremy Doroff said in his police report that he informed the person having the sale that he was taking the sign from the electric pole in the road right of way on Friday June 26th.
Now what do you suppose would happen if I nailed a sign to a telephone pole or affixed a bicycle with a garage sale sign on it to a stop sign in the road right of way. Do you think the cops would turn a blind eye to mine, like they did for Alderman Brad Hircock and this homeowner north of the medical clinic?
Since Little Falls city govmint has NO INTENTION of ever enforcing the sign ordinance fairly, city council should delete the sign ordinance, just as it did the Golf Advisory Board LAW they never in 27 YEARS enforced.
Cities of Royalton, Bloomington,Willmar and countless others ALLOW garage sale and other off premise event signs in residential districts.
Don't you think it might be wise for Little Falls to amend the sign ordinance to allow limited garage sale, church supper, boutique, sports events signs, as these other cities have done?
If enough people sign the petition to repeal the sign ordinance the voters would have a deciding factor through a referendum. There is an online petition to sign that somebody started. Look it up and sign it if you believe the city doesn't need a sign ordinance. Or do nothing and watch what happens in the future. Don't complain about another lawsuit, if you are silent.
Two Little Falls police were just by the new Twitchell park by the Living Hope Assembly of God church north of Little Falls. Officer Rick Heurung pulled up to alert everyone at the park that the bear might surface. He stated the bear has been attacking birdfeeders closeby and that the bear was lurking in the treeline behind the Kingdom Hall. Funny....this is the same officer that showed preferential treatment to Alderman Brad Hircocks garage sale signs on June 26, 2015.
I WANNA KNOW WHY BOB LEMIEURS TRUCK was coordinating with Officer Rick Heurung looking for the bear in the sunrise area. E is not a DNR officer or a city employee. Was he just volunteering to patrol for the bear?

Alderman Brad Hircock breaks the law and gets by with it. Officer Rick Heurung disobeys his chiefs orders, doesn't enforce the sign ordinance fairly or consistently and HE GETS BY WITH IT TOO.
AND AS OF 8-14-15 LFPD daily police reports have been removed from online....right after I file an incident report on Officer Rick Heurung. This REEKS of corruption. What are they hiding? Answer: PLENTY. The public deserves better. Almost immediately after I posted these comments to tmac on the disqus commentary thread of MCRecord, the daily police reports were REMOVED BY LFPD CHIEF SCHIRMERS from the website. Hmmmm. See the connection folks. I do.
Just as some folks suspected, tmac doesn't care if the daily police reports have been removed from the LFPD website.

6-24-15 The city has cancelled the special planning meeting where DesRosier Drive Roach development was to be discussed. City finance director Lori Kasella told me this morning that it was cancelled because the 2 public notices were not published in the newspaper.
I really wonder if they can do anything right. Not being critical but they continually mess up. And not in just one area...but most everything.

Two days ago(July 3, 2015) I got a letter from Jeffrey Sterling, and I intend to keep in touch with him. He got a kick out of the stationary I chose. I saved some peace stationary from the 70's for just the right moment. That moment has arrived. Please write to Jeffrey, as he has been imprisoned and he shouldn't be. He is no more guilty than I am. He chose no plea deal, as he maintains his innocence. We share that commonality. I will send him printed info from my blog, to encourage him and let him know that others are thinking of him. I will also be praying for him and his wife Holly. Some of you may not know that I am a licensed, ordained minister of the Universal Life Church. The only tenants of this organization, are "do that which is right" and "obey the Constitution." Just right for me at this time in my life, however, I still believe Christ set the best example, and so I will continue to follow Him, in all that I do, including praying for Jeffrey, his wife and family members.. May the wind be at their back, and the time of incarceration fly by quickly, so that they can get on with their lives, and some good will come of this unjust imprisonment.
Listen as former Mayor Cathy VanRisseghem states this would normally cost 15K. Then Greg explains and says something about costing 20K to have a design plan. Listen for yourself and decide if you think this was on the up and up.
Now listen as former Mayor Cathy VanRisseghem urges council to hire SEH (Greg Kimmans former employer) to design a plan for the Little Falls Area Recreational Complex. Why wasn't there a bidding process for this design job? Greg Kimman was hired as the Public Works Director, shortly after he offered to design the plan for a much discounted rate. The city has a policy for accepting donations, and SEH or Greg, never filled out a donation form, and the city of Little Falls never accepted this gift. This seems to violate city policy and looks to me like Greg bought his job. This sure seems like a conflict of interest if there ever was one.
At the very least, the city should have put an ad for bids so other firms could have stated their fee to perform the same service.

Look at how inattentive this group is. They are doing the very opposite as recommended by the League of Minnesota Cities recommendations for meetings. They are supposed to look at the speaker and listen attentively. Instead, throughout most of my comment period, NONE of them even look up. The only one who showed proper respect was Alderman Brad Hircock, on the far right in the blue shirt. He is usually the only one who does this. Councilor Leif Hanson with the striped shirt, looks at me some of the time. And notice Councilor Loren Boyum, on the far left in blue shirt next to Lori Kasella, pays absolutely no attention during the entire public forum. He looks down and reads a paper during the entire forum comment. He is of course, the joker who said he doesn't represent me. "Not me" he stated emphatically.
this is the part of the meeting, that the city did not videorecord, for reasons unknown. The public has a right to know about this land acquisition. You will only see it here, as the city videocamera system was shut off during this part of the council meeting.
Full city council meeting 6-15 -15 about 30 minutes long. Notice at about 28 minutes the city attorney Toni Wetzel comments that the city owned library is zoned B2 and even though the sign ordinance only allows 32 square feet of banner for a city event, because the library has filed for a sign permit they are allowed to have up to 400 square feet of signage by permit. They wanted to have up to 40 lawn signs for their youth reading event. Now I am by no means opposed to them having wall to wall signage, but where is the allowance/exception for FREE SPEECH on one's own curtiledge? If a person cannot have more signage from time to time, than the 8 square feet on private property, it sure looks to me like the city is favoring commercial speech. Opposite to the Constitution, where FREE SPEECH, is supposed to be allowed more. This is troubling. One exception, right after another. Pathetic, and they are inviting another lawsuit. LISTEN AT ABOUT 11 minutes and then again 12 minutes or a little beyond, for 2 more mistakes in writing ordinances that were made by city staff, so they will need to reintroduce both. Pathetic performance from well paid staff. This should bother every city taxpayer.

Full city council work session 6-15-15. Notice, they are again being reminded that the humane society is in financial trouble. They and the Morrison County Commissioners have known about this for more than a year. Why have they done nothing to figure out this issue. I bet not one of the commissioners or this council has EVER attended a Morrison County Humane Society meeting. Why not? Why don't they have a liason from each of these governing bodies to oversee the operations. Doesn't this make sense?

Jake, you will chuckle I bet. Some others will not understand so I will explain. Councilor Loren Boyum is my Ward 1 representative, but he made the claim early 2013 that he didn't represent me. "Not you" he said after I questioned what he said .....that he didn't represent me????(See video above for his comment) He is a former Army soldier, recruiter for the Job Shadow program for the school district AND Camp Ripley, and has been adament and disrespectful to myself and ANYONE challenging their "war training" and or complicity in war crimes. He has reaped many $$$ from the military industrial war complex, without any regard to the false Christian ethics he exudes. Christ himself would be ashamed. There are red letter scriptures that MANDATE WE LOVE OUR ENEMIES. One other important matter is that Boyums church ,Grace Covenant, had NO PERMITS FOR ANY OF THEIR SIGNS ON THEIR PROPERTY, and didn't get any, until there was a public complaint. What a stellar example of blatant hypocrisy.
Dan Vogt city administrator is on his way out, after serving as part time administrator for 2+ years. He hasn't even urged the council to develop a conflict of interest and ethics policy, even though he convinced his last full time employer(city of Brainerd, Mn) to implement one.(as recommended by League of Mn Cities). He of course caused the main disturbance(along with Mayor Van Risseghems friends and family members) by being very vocal/loud AND critcal of my exercise of free speech in city hall chambers on June 3, 2013, when I took my grievance for redress of government to the local body to complain and educate on the illegality and HORROR of our drone assassinations, and poisoning of citizens of sovereign nations (because of our illegal invasion of their countryIraq), from our bombs we dropped containing depleted uranium and white phosphorus. ( say nothing of the deadly effects to our own soldiers). City hall is a most appropriate place to publicly condemn our US shameful war crimes. No matter what he thinks of my views, tactics or anything else, he should not be allowed to denegrate anyones character, while under a citys employ. He has acted discriminately a number of times and has set the example for the council, that it's ok for them to follow suit. No it's not Dan. Shame on YOU!
Council President Jeremy Hanfler with the orange elf hat with purple polka dots, called me a "retard" after a council meeting with the council chamber still full of attendees/councilors, and my videocam running. This happened the same night he placed a popcan in front of the lens of one of my cameras, like a perverted 4th grader. He of course, amongst many of the present council, who voted (violating my constitional right) to have an advertising bench in one of 3 places on city hall property.
Newly appointed councilor Gerald Knafla belongs to Zion Lutheran Church, (who has violated the sign ordinance by displaying an illegal off premise directional sign on somebody elses property, received a warning letter) and recently posted 2 off premise illegal signs for their mens supper.
Councilor Frank Gosiak, with the other orange hat, is of course the former mayors brother and professional manipulator of truth. He'$ one of the main leaders of the "go along to get along"gang. He also voted NO on my lawsuit settlement, even though Judge Kyle clearly ruled the Council had VIOLATED MY right to free speech on an advertising bench. This should speak volumes!
Mayor Greg Zylka with the pink hat, laughed at Don Klinker,(former council president) when Don said to me "why aren't you out of the country" after I told council that if they were offended by the images if dead children that our US drones assassinated, they should research the atrocities our soldiers were committing in other countries. Greg stated he had never made fun of me or laughed at me, (right after he was elected), but oops my camera was running and he got caught doing just that! Time will tell if our mayor cares little or lots about endless war, and how that affects every Littlefallsian.
He cared not about signing onto the MN ASAP resolution to slash military spending, even though he was informed how much our endless aggressive wars have cut local and state funds for critical infrastructure and human needs programs. That should give you a clue. Greg is married to Camp Ripley, and in bed financially, because his employer reaps mightily from soldiers and Camp Ripleys purchases.
Leif Hanson is insistent that city funds ( still held for the former Sister City city committee, that spent tens of THOUSANDS OF PUBLIC FUND$, illegally without a public purpose) be given to the new non public, non profit sister city group....knowing that violates State Auditor policies. He is also former military and does not object(same as all other councilors and mayor) to Camp Ripleys Economic and Environmental Statement presented to council each year, even though it has NOTHING TO DO WITH delivery of city services. He also told me recently "what do you expect when you call us clowns"..../when I asked him if he thought Dan Vogt and Lori Kasella(city finance officer) rude and distasteful response to my legitimate question about a costly mistake (DeRosier Drive screwup not sending out property owner notices) a city staff made/, was appropriate. I asked him if he thought anyone else in city hall chambers had been treated like that, if that would have been acceptable. He never answered.
Councilors Brad Hircock and Wayne Liljegren, I have no beef with, except that they and all other councilors are guilty of violating the Golf Advisory Board ordinance, that ALL COUNCILORS, MAYORS, CITY ATTYS, AND GOLF COMMITTEE MEMBERS are guilty of violating and EVERYONE of them gets off scott free. That'$ how it works roun'hea. They ignore, skirt, change, subvert or DELETE laws they aren't willing to follow or enforce. Crooked. Just plain crooked.
This council remains LAWLESS. All that changed are the faces.

So they scheduled another meeting(a special meeting) on June 29th at 5:30 pm, because they don't want many people to attend. And that's because they are up to NO GOOD AGAIN. So all you DeRosier neighbors should show up in masses(bring your friends too). Pack the house....and not only for this meeting. Plan on their next regular meeting July 13th...usually at 6:30pm and the council work session on Monday July 15th. (Usually at 6:15-6:30pm. Hold their feet to the fire. Go on the city website and research the city codes and charter. Bone up on these laws so you can know if you are being shafted. I betcha most on this council haven't even read all the ordinances, let alone the charter. They should know it inside out. That's their job. We are paying them to know it, AND more importantly...FOLLOW IT TO THE TEE.
Decide for yourself.....read this interesting article. Amongst other things, the article states that less than one-half of 1 % of the U.S. population is in the armed services today, the lowest rate since World War II. Surveys suggest that 80 % of those who serve, come from a family in which a parent or sibling is also in the military. Some 49% of the 1.3 million active-duty soldiers members in the U.S. are concentrated in just five states----California, Virginia, Texas, North Carolina and Georgia. The U.S. military today is gradually becoming a separate warrior class, many analysts say increasingly distinct from the public it is charged with protecting.
On page 3 of this article, it says " I am well-aware that many Americans, especially our elite classes, consider the military a bit like a guard dog," said Lt. Col. Remi M. Hajjar, a professor of behavioral sciences and leadership at the U. S. Military Academy at West Point. "They are very thankful for our protection, but they probably wouldn't want to have it as a neighbor," he said. "And they certainly are not going to influence or inspire their own kids to join that pack of Rottweilers to protect America."
It also states on page 2...."Today's military enjoys a lifestyle that in many ways exceeds that of much of the rest of the country: regular pay raises and lavish reenlistment bonuses, free healthcare, subsidized housing, and after 20 years of service, generous retirement benefits unavailable to many other Americans."
I have heard the phrase ..... "U.S. MILITARY....

It certainly is at the very least the largest taxpayer subsidized "jobs program" ever. I would also liken it to corporate welfare.
On page 3, it says "Military bases are our most exclusive gated communities," said Phillip Carter, a former Iraq veteran.
The Army's influence in Fayetteville is so pervasive-- as in MANY TOWNS near big military bases in America---that it's often hard to tell where the military ends and the civilian world begins.
Little Falls is like that, married to Camp Ripley, with the mayor French kissing the bride. The city council holds its hand out to grab every dime of the military $$$$$ that Ripley bribes them with, so they can continue to violate the MPCA noise standards, and kill everything that moves with their toxins spewed during live fire exercise.
Take a look. This is interesting. So if you ever want to not be found you have to TAKE THE BATTERY OUT OF YOUR PHONE. This is true, also, if you don't want your conversations surveilled. Take the battery out, before talking with any friends and have them take their battery out too. Even when your phone is shut off, it can be used to monitor and surveil what is going on in the room where your phone is located.
That was the original title that Coleen Rowley gave our article that we co-wrote Morrison County Record (likely Tom West) changed. I believe, that the new title was picked to protect Camp Ripleys image. Don't you? This comment has been pending, since this recent article on DeRosier Drive was posted online. Can you figure out why the official city newspaper doesn't want to publish this comment? I can. They either REMOVE or don't publish comments that they don't want you to know about or question. They are filtering free speech because of their bias. Notice I haven't used anyones name? And they still won't publish it. Reason: they are protecting the guilty. They HAVE published other comments I made in the last 3 days but not this one. OK....HERE'S THE SKINNY.....IT IS THE ZONING ADMINISTRATORS RESPONSIBILITY TO SEND OUT NOTICES FOR PUBLIC HEARINGS TO THE RESIDENTS IN THE AREA OF THE PROPOSED APPLICATION OR CONDITIONAL USE PERMIT. I found the answer in the city code. Item E. Amendments item 5. (Action of council) of section 11.04 administration and Enforcement says in part, " At least 10 days before the hearing,the council shall order the zoning administrator to mail an identical notice to the owner and to each of the property owners within 300 feet of the outside boundaries of the land proposed to be re zoned."
Mike Corrow and Jerry Thomas owned DeRosier Drive, I believe, before they donated it to the city. No wonder Jerry Lochner was trying to figure out a way to trade city land with them to get their land close to the LFARC area. It's pretty clear now, he was in bed with both of them.

Now perhaps you will understand the need for law enforcement to slow down in this area. What if a squad had needed to get through this mess barreling along at 60-80mph such as is sometimes the case when patrol cars are running red out front? Why wasn't a police officer alerted to the need to patrol traffic during this funeral procession? This end of town has one church, the funeral home, the convent, the hospital and the Franciscan music center/swim pool, and a school...all within a 1 block radius and using First St. S. Finally, justice for Schraut.....but not if he ended up holding the bag on his legal fees. No private citizen should EVER have to spend their money, to get their elected officials(council and city attorney)to mandate that a sign ordinance(or any other ordinance, for that matter) be enforced UNIFORMLY.
